Opposition parties pay bitter price for 2010 mistakes

Labour hobbled itself in Thursday's election by choosing the wrong brother as leader in 2010, while the Liberal Democrats lost their political identity by joining the coalition. Here's my election round-up which will appear in today's edition of The Journal.



SO we all got it wrong.  All the speculation about hung Parliaments, deals with the Scottish National Party, questions of what would constitute a ‘legitimate’ minority government – in the end, it all proved to be so much hot air.

Labour and the Liberal Democrats are not the only political institutions that will need to take a long, hard look at themselves after the biggest general election upset since 1992.   So will the opinion polling industry.

Its continued insistence that the two main parties were running neck and neck, and that we were duly headed for a hung Parliament, ended up framing the main debate around which the campaign revolved in its latter stages.

Had the polls showed the Tories with a six-point lead, the debate would not have been about whether Ed Miliband would do a deal with Nicola Sturgeon, but about whether the NHS would survive another five years of David Cameron.

There were many reasons why, to my mind, the Conservatives did not deserve to be re-elected, not least the divisive way in which they fought the campaign.

By relying on fear of the Scottish Nationalists to deliver victory in England and thereby setting the two nations against eachother, Mr Cameron has brought the union he professes to love to near-breaking point.

Preventing this now deeply divided country from flying apart is going to require a markedly different and more inclusive style of politics in Mr Cameron’s second term, in which devolution and possibly also electoral reform will be key.

Thankfully the Prime Minister appears to recognise this, although one is perhaps entitled to a certain degree of scepticism over his sudden rediscovery of “One Nation Conservatism” yesterday morning.

But what of the opposition parties?  Well, it is fair to say that both suffered more from mistakes made not during this election campaign but in the aftermath of the last one.

Make no mistake, this was an eminently winnable election for Labour, but it would have been a great deal more winnable had the party chosen the former South Shields MP David Miliband as its leader in 2010 ahead of his younger brother.

That said, Ed fought a much better campaign than many anticipated and stood up well in the face of some disgraceful and frankly juvenile attacks by certain sections of the national media.

What may have swung the undecideds against him in the end was his apparent state of denial about the last Labour government’s spending record, while I shouldn’t think the tombstone helped much either.

Of course - Stockton South aside - Labour continued to perform well in the North East on Thursday, and the party also had a reasonably good night in London.

It was the East and West Midlands that proved particularly allergic to Mr Miliband’s party, and it is here that whoever emerges from the forthcoming leadership contest will need to concentrate their energies with 2020 in mind.

Mr Miliband has facilitated that contest by swiftly falling on his sword, and with deputy leader Harriet Harman also set to stand down, the party will now be able to choose a new team to take it forward.

After such a shattering defeat there will doubtless be calls for a completely fresh start, and new names such as Liz Kendall, Dan Jarvis and Stella Creasy will come into the frame alongside some of the more usual suspects.

As for the Liberal Democrats, well, the Tories’ cannibalisation of their erstwhile coalition partners seems to prove once and for all that Nick Clegg made a catastrophic misjudgement in taking them into government in 2010 – as some of us warned him at the time.

He has also been rightly punished by the electorate for what many saw as an appalling breach of trust over university tuition fees.

The upshot is that a party which achieved a fifth of the national vote under Paddy Ashdown and Charles Kennedy has not just lost nearly all its MPs, more seriously it has lost its identity.

The laws of political dynamics will ensure Labour eventually bounces back from this defeat, just as it did in 1964 and 1997.  For the Lib Dems, though, the future is much more uncertain.

David Miliband: A right decision, borne out of a wrong one


So, then, David Miliband – political colossus, or inconsequential footnote?  The greatest loss to British politics since the fall of Margaret Thatcher, or a failed leadership wannabe who will soon be forgotten?

There were plenty of opinions flying around this week in the wake of the South Shields MP’s shock decision to quit Parliament for a well-paid but scarcely high profile role running an international rescue charity in New York.

Predictably, it was his old mentors Tony Blair and Peter Mandelson who led the grief-fest, both expressing the hope that this would be but a temporary exile from which their protege would one day return in triumph.

Many Blairite cheerleaders in the media viewed Mr Miliband as so significant a figure that the ‘project’ would not survive his departure, though in truth it has been no more than a twitching corpse since his 2010 leadership election defeat.

The Conservative commentator Peter Oborne, writing in the Telegraph, took a rather different view of his career, however.

“Any detached judge has always been able to see that David Miliband was not front rank.  He is a hopeless public speaker and has never once expressed an original thought,” he wrote.

Oborne contrasted Mr Miliband’s “cosmic sulk” after losing the Labour leadership to his brother Ed with Denis Healey’s loyal service under Michael Foot after a similarly unexpected setback in 1980.

The difference between them, he argued, was hinterland:  Healey, who fought with distinction in the Second World War, knew that losing the leadership was a trivial matter by comparison, whereas Miliband, who has spent his entire adult life in politics, had no such perspective.

My own view for what it’s worth is that David Miliband was not a complete politician, but nevertheless still the best on offer at the time Labour was choosing a successor to Gordon Brown in 2010.

Oborne is right to point out that he certainly wasn’t in the front rank as an orator, but this didn’t prevent John Major reaching Number Ten and staying there for nearly seven years.

Where he was more lacking was in his tactical acumen – as was seen in his various hamfisted attempts to set out a distinctive New Labour policy agenda during the Gordon Brown years.

If these were covert leadership bids, they were spectacularly unsuccessful ones.  If they weren’t, he should have taken much more care to ensure they were not interpreted as such.

In his favour, he was certainly one of the brainiest people operating in public life over the past decade or so and also, it has to be said, one of the nicest.

As regular readers of this column will know, I was never a huge fan of New Labour, but with David it never spilled over into personal acrimony in the way it occasionally did with some of his North East Labour colleagues.

But it was not so much his cleverness or niceness that made him the best candidate to lead the party in 2010, it was simply that he was the party’s most popular and well-known figure among the wider public.

It may seem obvious that a party wanting to return to power at the earliest opportunity should take note of what the public thinks when choosing a leader, but actually they seldom do, as both Mr Healey and later Ken Clarke also found to their cost.

In the end, it is this very popularity that has forced Mr Miliband to the point where he now feels Labour’s chances of winning the next election would be better if he were 3,000 miles away from Westminster.

It was this, coupled with the peculiar dynamics of Labour’s electoral college which showed he was also the most popular choice of Labour activists and MPs, which would always prompt those comparisons with his brother’s performance.

Has he taken the right decision?  For himself, for his brother, and for the Labour Party, almost certainly yes.

But that still doesn’t alter the fact that the Labour Party made the wrong one when it decided to pass him over.

What next for David Miliband?

It was Clement Attlee who famously told a Labour colleague that a period of silence from him would now be welcome, thereby inadvertently earning himself an entry in the Oxford Dictionary of Modern Quotations.

And it is certainly true that there are times in politics when it is best to keep your head down and your mouth shut.

By and large, the past 15 months have been such a period for David Miliband, the South Shields MP and former Foreign Secretary who, until October 2010, had been widely expected to become leader of his party.

But it wasn't to be and, rather than risk the sort of comparisons that might have undermined his younger brother's leadership, the elder Miliband stood bank from the political frontline and confined his public statements to the occasional supportive message.

Such was ostensibly the nature of his article in the New Statesman a couple of weeks back in which he outlined a seven-point plan for the future of the party and called for “restless thinking” in its bid to recapture power.

He made a point of praising his brother Ed on no fewer than four occasions, highlighting his success in maintaining party unity, and having spoken out "powerfully" over issues such as welfare cutbacks.

But that, of course, did not stop the political commentariat once more portraying David’s intervention as a covert leadership bid.

The resulting furore saw Mr Miliband forced into another round of interviews in which he appeared to rule out any return to the frontbench on the grounds that it would merely perpetuate the “soap opera.”

One rather venomous interpretation of his actions came from the Telegraph columnist Matthew Norman in an article headlined: ‘The sniping and self-pity of a truly feeble man.’

Likening Mr Miliband’s political modus operandi to the game of Knock Down Ginger, he accused him of thrice raising the standard of internal revolt before “scuttling away to hide in the bushes.”

“The pattern was set in the summer of 2008, when David wrote a barely coded article in the Guardian lacerating Gordon Brown. The moment it was greeted as the challenge to the PM’s authority that it certainly was, off he scarpered, denying any such intent,” he wrote.

“Within a year, his close friend and Cabinet ally James Purnell resigned, laying the ground for David to oust Mr Brown by doing the same. Again he bottled it, and stayed."

Mr Norman saw the New Statesman article, and the semi-retreat that followed it, as more of the same, going on to suggest a permanent silence from a man he charmingly described as “a mincing paean to metrosexual narcissism.”

It was left to the former Labour North official and Blairite blogger Hopi Sen to leap to Mr Miliband’s defence, pointedly describing Mr Norman as a “food writer” alongside various other less polite terms.

But beneath all this knockabout lies a serious point - namely what is to become of a politician who still has much to say about the future direction of his party – but who is unable to say it without his actions being either over- or mis-interpreted?

As one of those ubiquitous ‘friends’ put it: “This is someone who has spent a lot of time thinking about the future of the Labour Party. The way the cookie has crumbled, the only way he can do that is through argument and debate.”

Perhaps the real purpose of David’s New Statesman article was to find out whether he can actually now start to contribute to that debate without others seeing it as an attempt to further destabilise his brother’s somewhat faltering leadership.

If that was indeed his intention, the answer seems to be a resounding no.

Sadly, the likely upshot of this is that Mr Miliband may well come to feel that the only way to end the soap opera will be for him to remove himself from the political arena entirely, and leave Parliament at the next general election.

And given his stature in both the country and the region, I, for one, would consider that a shame.

Blair's last mission - to save Labour from the 'sons of Brown'

At first sight, former Labour health secretary Alan Milburn's criticisms of the Conservative-led Coalition's revamped health reforms this week might have seemed like routine political knockabout.

"The biggest car crash in the history of the NHS" was the former Darlington MP's withering verdict after Prime Minister David Cameron and his deputy Nick Clegg performed their screeching U-turn.

But closer inspection of Mr Milburn's argument reveals a rather more subtle agenda than simply Coalition-bashing.

For as well as highlighting the government's ongoing difficulties over the health changes, his comments also illuminate the continuing deep divisions within the Labour Party over its attitude to public service reform.

"David Cameron's retreat has taken his party to a far less reformist and more protectionist position than that adopted by Tony Blair and even that of Gordon Brown," Mr Milburn wrote in a newspaper article on Thursday.

"The temptation, of course, is for Labour to retreat to the comfort-zone of public sector producer-interest protectionism...it would be unwise in my view for Labour to concede rather than contest the reform territory."

This was, of course, an implicit criticism of Labour leader Ed Miliband for having allowed Mr Cameron to seize the reform mantle and supplant Labour as the "changemakers" of British politics.

And coinciding as it did with a renewed bout of internal Labour feuding , the timing of Mr Milburn's comments looked far from accidental.

First, there was the leak of documents purporting to implicate both Mr Miliband and Shadow Chancellor Ed Balls in a "plot" to overthrow Tony Blair soon after his third election victory in 2005.

Then the 'victory speech' that was to have been delivered by South Shields MP David Miliband had he not unexpectedly lost to his younger brother in last year's leadership contest mysteriously came to light.

If that wasn't enough, Mr Blair himself then plunged back into the fray, looking every bit the once-and-future-king as he broke a self-imposed four-year silence on domestic political issues in an interview with The Sun.

By showering praise on the Coalition for its education and health reforms, claiming they had carried on where he left off, he too called into question 'Red Ed's strategy.

"New Labour was the concept of a modern Labour Party in the middle ground with a set of attitudes orientated towards the future – and I believe if we had carried on doing that we would have won the last election," he said.

Asked whether Mr Miliband was right to say the New Labour era was over, he said: "It can't possibly be over, because it isn't time-related.

"It is about the Labour Party constantly being at the cutting edge, being a modernising party – always being full of creative ideas and isn’t pinned in its ideological past.

"That is always the choice for the Labour Party. It is the choice for progressive parties."

Knowing from past experience how these guys tend to operate, it is impossible to believe that this sudden spate of activity by the former Prime Minister and his allies was not in some way co-ordinated.

So what is Mr Blair up to? Is he simply trying to flog a few more copies of his book – or does he have a higher purpose in mind?

Could it be that the architect of New Labour is embarking on one last great battle to rescue the party he dominated for 13 years from the clutches of the "sons of Brown?"

The Blairites are back – and Ed Miliband had better watch his.

Does Ed need David back like a hole in the head?

With Labour leading in the opinion polls and the relationship between the Coalition partners growing increasingly fractious, it would be easy to make the assumption that these are good days for Ed Miliband.

And doubtless on a personal level they are, what with him having finally tied the knot with long-standing partner Justine at a ceremony in Nottinghamshire last week.

But as he returns from his short honeymoon this weekend, I suspect that Ed himself will be feeling rather less complacent about his party's prospects.

Any serious analysis of Labour's performance in last month's local and devolved elections suggests it is currently a long way away from being in a position to win power again.

Sure, the party did well in its Northern heartlands, recapturing big city councils like Newcastle after the Lib Dem interregnum – but it made few inroads in the Southern marginals it needs to win back from the Tories.

And as for Scotland and the party's defeat to Alex Salmond's resurgent SNP….well, the less said the better.

One idea increasingly doing the rounds at present is that what Ed really needs, apart from the operation on his adenoids that is due later this summer, is his brother David back on the front bench.

But while the return of the South Shields MP and former Foreign Secretary would certainly make the Shadow Cabinet look more like a government-in-waiting, I wonder if it might ultimately cause more problems than it would solve.

The biggest and most obvious danger would be that David's return in a senior role would invite comparisons between he and his younger brother which would be less-than-flattering to the latter.

Ed Miliband is already being outshone by his namesake Ed Balls, who has taken to the job of opposition like the proverbial duck to water.

But the Shadow Chancellor and Coalition-basher-in-chief is not even popular within his own party, let alone with the wider public, and as such represents no real threat to his leader.

The elder Miliband is a different matter. Not only did a significant number of Shadow Cabinet members support him for the top job, a majority of Labour members did too.

If history is any guide, neither of the Miliband brothers will be the one to lead Labour back to the promised land.

Whenever the party has lost power after a long period in government, it has usually taken several goes before alighting on a leader capable of persuading the electorate to entrust it with power again.

After the fall of the Attlee government in 1951, it took the party 12 years before it found such a leader in Harold Wilson. And after 1979, it had a 15-year wait before Tony Blair came along.

Some think Labour's next Prime Minister is likely to come from the 2010 intake - with Stella Creasy and Chuka Umunna the names most frequently mentioned - although for my part I wouldn't write off class of '97 alumnus Yvette Cooper just yet.

Either way, if David Miliband isn't going to come back onto the front bench, it calls into question why he is still in the House of Commons at all.

For all his genuinely heartfelt commitment to the people of South Shields, he is a big politician who demands a big stage for his next political role.

The trouble is that, whether David likes it or not, there are still a lot of people around who would dearly like his next role to be that of leader of the Labour Party in his brother's stead.

And so long as that remains the case, the odds must be on him staying where he is.

Relief for Ed...but just what will David do next?

And so after all the hoo-ha, a relatively easy win for Labour and a creditable second place for the Liberal Democrats, with Nick Clegg's party staving off the post-tuition fees meltdown some had feared.

Both Mr Clegg and Labour's Ed Miliband went into Thursday's Oldham East and Saddleworth by-election on something of a hiding to nothing - but both appear to have got away with it.

Instead, it is Prime Minister David Cameron who may have the most difficult questions to answer after appearing to soft-pedal the party's campaign in the final week.

After their party's share of the vote was more than halved while the Lib Dems' went up, Tory backbenchers already unhappy about the direction of the government will want to know why their coalition partners were given such an easy ride.

For Mr Miliband, a result which saw Labour's majority increase from 103 to 3,558 will take the pressure off – for now.

After a decidedly lacklustre start to his leadership, Mr Miliband moved to sharpen up his press operation in the weeks before Christmas and this appears to have had pretty instantaneous results.

Victory in what was already a Labour-held seat should leave little room for complacency, however.

His appointment of the economically sub-literate Alan Johnson as Shadow Chancellor appears to be unravelling, while his own appearance on a Radio 2 show a couple of weeks back ended in embarrassment, with Middle England listeners quizzing him over his unconventional private life.

The by-election also saw a fleeting return to the political fray for elder brother David Miliband, one of 40 Labour MPs who travelled to the constituency on Thursday for some frantic last-minute door-knocking.

It concluded what to say the least has been an eventful week for the South Shields MP, with his surprise appointment as vice-chairman of Sunderland Football Club.

At the same time, reports emerged that he was being lined-up a possible new role as a TV presenter with the BBC.

Cynics might be tempted to pose the question: What next? An appearance on 'I'm a Celebrity, Get Me Out of Here' maybe?

In fairness to David, he has made clear his intention to continue as a constituency MP at least until the next election, while in an interview with this newspaper before Christmas, he signalled that he has still not given up hope of leading the Labour Party one day.

He has also appeared to set out his stall as a backbench 'Voice of the North' – although his new role at the Stadium of Light scarcely seems designed to endear him to all corners of the region!

But taken together, the two stories highlight the difficulties which can face politicians when they lose their main raison d'etre – climbing the greasy pole.

And while he is not about to join the 'Z-list' of those who are famous for being famous, Mr Miliband needs to give careful thought to what he does next if he is to remain a serious political player.

The prospect of him becoming a TV presenter inevitably drew comparisons with Michael Portillo – and not for the first time.

Mr Miliband's somewhat cack-handed attempts to unseat Gordon Brown in autumn 2008 echoed Mr Portillo's botched coup against John Major in the summer of 1995 when his supporters were caught installing phonelines for a leadership campaign HQ.

Mr Portillo was regarded by many in the Conservative Party as its natural leader, but partly through circumstance and partly through lack of judgement, he ultimately became its lost leader.

There are many still hoping that David Miliband, so long seen as the 'heir to Blair,' can avoid a similar fate.

Review of the Political Year 2010

When future historians come to assess the political events of 2010, two big counterfactual questions are likely to loom large in their minds.

They are: what if Labour had ditched Gordon Brown before the General Election, and what if the Liberal Democrats had refused to go into coalition with David Cameron's Conservatives?

The second question is probably the easier one to answer. Mr Cameron would have formed a minority government, David and not Ed Miliband would have become Labour leader, and both would now be gearing up for a fresh election in the spring.

But the more tantalising question is whether Mr Cameron might never have become Prime Minister at all had Labour gone into the election under a more popular leader.

The political year 2010 began with Mr Brown's survival once again hanging in the balance.

Former Labour ministers Geoff Hoon and Patricia Hewitt attempted to get MPs to demand a leadership contest, but rightly or wrongly, the consensus in the party was that by then it was too late to change horses.

As it was, the election turned into a slow-motion car crash for Labour, dominated by televised debates in which Mr Brown was predictably outshone by his two younger, more charismatic opponents.

Then, in the final week of the campaign, came 'Duffygate' - the kind of incident which could have happened to any of them, but which seemed somehow fated to happen to the luckless Mr Brown.

In terms of issues, the campaign centred mainly on the question of how to deal with the country's biggest budget deficit since the 1930s.

Here Labour was on an equally sticky wicket, with voters clearly concluding that the party was 'in denial' about the extent of the problem and crediting the Tories for being at least partially honest about the scale of the forthcoming cuts.

For all that, though, the public remained largely unconvinced by Mr Cameron and his team, and the eventual result saw the Tories falling some 20 seats short of outright victory.

Days of frantic bargaining followed, but with the parliamentary maths in favour of a Lib-Lab deal failing to stack up, it was always likely that a Lib-Con coalition would be the outcome.

Faced with the task of finding a successor to Mr Brown, Labour managed to saddle itself with the lesser-known of the Miliband brothers, courtesy of a crazy electoral system which gave the unions the decisive say.

For David Miliband, brother Ed's leadership election victory came as a bitter blow and the South Shields MP stood down from his party's frontbench.

Then, in one of his first acts as leader, Ed sacked former Minister for the North-East Nick Brown from his Shadow Cabinet team, leaving the region somewhat leaderless in Whitehall.

Indeed, with the new coalition busily taking the axe to every regional institution in sight, the North-East seemed in danger of losing its political voice altogether.

Initial excitement about the coalition soon faded. The 'new politics' spoken of by Lib Dem leader Nick Clegg in the TV debates soon regressed into the old politics of broken election promises.

Chancellor George Osborne had expected that the £80bn programme of cuts unveiled in his October comprehensive spending review would swiftly make him the most unpopular man in Britain.

Instead, it was Mr Clegg who became the government's fall-guy, completing his journey from hero to zero by backing the rise in tuition fees against which he had so vehemently campaigned in April and May.

The Lib Dems' decision to trade principle for power has clearly come at a huge political cost. The key question for 2011 is whether the coalition as a whole can survive it.

Ed Miliband needs to reform his party first

With his leadership of the Labour Party still barely two months old, it did not take long for talk of plots against Ed Miliband to start crawling out of the Westminster woodwork.

One national daily informed us that David Miliband was standing ready to take over should his younger brother prove a flop in the job he so narrowly beat him to in September.

I doubt very much whether David had anything to do with this 'story.' Indeed, many more stories like it and the South Shields MP will probably have to quit politics altogether, rather than risk becoming a focus for discontent over his brother's leadership.

No, I suspect this story arose, as these things tend to do at Westminster, from a Labour MP speculating idly to a journalist about what might happen if Ed Miliband were to fall under a bus.

But the story was not completely without significance. It demonstrated that some Labour MPs remain far from convinced by Ed, and that the new leader still has a big job on his hands to unite his party.

In that respect, his return from paternity leave at the start of this week came not a moment too soon.

Mr Miliband's announcement on his first day back of wholesale review of Labour policies is a wise move as far as it goes.

Barring an irretrievable bust-up if next May's referendum on the voting system goes against the Lib Dems, the coalition is likely to be in power for five years, and there is thus plenty of time for Labour to reinvent itself.

Furthermore, it is a tactic that has worked successfully for the last two Leaders of the Opposition who have managed to be promoted out of that job into Number Ten – Tony Blair and David Cameron.

Both men used policy reviews as a means of detoxifying their parties in the eyes of voters, Mr Blair from its tax-and-spend image, Mr Cameron from its 'nasty party' tag.

But it doesn't always work. Neil Kinnock launched a similarly wide-ranging review in the 1980s called 'Meet the Challenge, Make the Change', but failed to convince the electorate that Labour had done.

Likewise William Hague's much-vaunted 'Common Sense Revolution' in 1999 served only to reinforce voter perceptions of the Tories at that time as shrill and extremist.

For me, the fate of those two leaders seems to sum up the real difficulty facing Ed Miliband – whether he has the personality to connect with the British public and project a new and compelling vision of what his party stands for.

This is what ultimately distinguishes the successful opposition leaders from those who ultimately failed to make the transition to government.

Personality aside, his other big problem is whether the party under him can forge a distinctive policy agenda that is neither Old nor New Labour

For all the talk of the "death" of New Labour, and its replacement by True Labour, Real Labour or Next Labour, any departure from it will inevitably be portrayed as 'Red Ed' lurching to the left.

If anything, Mr Miliband needs to try to out-modernise the previous generation of modernisers by being prepared to tackle issues which they ultimately shied away from.

Welfare reform is one obvious example, but so is reform of the party's own archaic structures and its absurd system of electing its leaders.

It would be a brave politician indeed who, having prospered under the electoral college system, would then advocate its replacement by one member, one vote.

But if Mr Miliband is looking for a 'Clause Four Moment' which will force the electorate to sit up and take notice of him, that could well be the best option.

Region losing its voice as cuts start to bite

The day after David Miliband stepped aside from the Shadow Cabinet and Nick Brown was axed as Chief Whip, a Newcastle Journal headline posed the question: "Has the North East lost its political voice?"

If that was a pertinent question to ask then in the wake of the departure from frontline politics of two genuine regional heavyweights, it is even more so now.

Since then, we have seen the Parliamentary Labour Party fail to elect any of the four North-East MPs who stood for the Shadow Cabinet while choosing no fewer than seven from Yorkshire and Humberside.

And on Thursday, final confirmation that One North East, the development agency which has presided over a regional economic renaissance, is among the 192 quangos being axed by the coalition government.

The contrast with the regional political scene of a decade ago could not be greater. We regularly saw five or six North-East MPs occupying seats around the Cabinet table – depending on whether Peter Mandelson was in or out at any given time.

Their value has been long debated. Tony Blair admitted in his memoirs that he dared not be seen to favour his home region, and at least one of those Cabinet ministers admitted the same to me.

There was also the now largely dismantled regional political infrastructure – ONE, the regional government office created under John Major, and the regional assembly made up of senior councillors and other representatives.

Later on, under Gordon Brown, the North-East had its own minister in Nick Brown. Now it does not even have a single MP in government, let alone someone dedicated to sticking up for its interests.

In retrospect, it is clear that a more concerted effort should have been made to get behind a single North-East candidate in the Shadow Cabinet elections, probably Helen Goodman as she came closest to being elected.

But as it has turned out, the region is fairly well-represented in the middle ranks of Labour leader Ed Miliband's new team unveiled last weekend.

Ms Goodman joins Kevan Jones, Sharon Hodgson, Roberta Blackman-Woods and new MPs Chi Onwurah and Catherine McKinnell as shadow ministers, while Alan Campbell has been promoted to Deputy Chief Whip.

None of them, as yet, has the parliamentary stature of a Nick Brown or a David Miliband, but at least there is hope there for the future.

But if new leadership is going to come from anywhere, it surely needs to come from within the region itself, and here the picture is much less promising.

The moreorless wholesale disappearance of region-wide political institutions has left a void which the coalition's plans for yet more elected mayors will not begin to address.

One of the arguments made at the time of the regional assembly referendum was that a future Conservative administration would find it harder to get rid of an elected body than a panoply of unelected ones.

In retrospect, this was surely right. After all, the coalition is not abolishing the Welsh Assembly or the Scottish Parliament, even though those institutions cost many times more than the RDAs.

Hopes continue to linger that the government may yet allow the creation of a region-wide Local Economic Partnership to provide a single regional perspective where necessary.

But Whitehall's signals on this have been mixed to say the least and while Business Secretary Vince Cable may be supportive, it is clear that not all of his colleagues share his viewpoint.

Much of the debate around the governance of the North-East over recent decades has essentially been about the need for a distinctive regional political voice.

It is no exaggeration to say that, in a few short months, the coalition has managed to set back that cause by at least 20 years.

Ed should think twice before he buries New Labour

Within hours of Ed Miliband's victory in the Labour leadership election last Saturday, friends of Tony Blair let it be known that the former PM regarded the result as a "disaster."

It was certainly pretty disastrous for Tony Blair. His ill-judged intervention in the contest, suggesting that any departure from New Labour would consign the party to the wilderness, appears to have spectacularly backfired.

Offered the chance to choose a Blairite continuity candidate in David Miliband, the comrades opted instead for someone who has spent most of his career as an adviser to Gordon Brown.

Mr Blair's autobiography may have topped the best-seller charts. But it has lost him any lingering influence he may have had over his old party.

But if this week's conference in Manchester was a disaster for the Blairites, how was it for the party as a whole?

Well, on this point, I'm afraid I find myself in rare agreement with the former Prime Minister.

Had David won, Labour would have been right back in the game. Unlike his younger brother, he is a man who is ready to be Prime Minister now, and his election would instantly have struck fear into the coalition.

Instead - and not for the first time in its history - the party has opted to eschew the easy route back to power in favour of the long, hard road.

To my mind, there are three principal reasons why Ed's victory may ultimately come to be seen as a bad day's work for the party.

The first is nothing to do with the qualities of Ed or David, but with the flawed system that enabled Ed to come out on top despite winning fewer votes from both party members and MPs.

Much has already been written about the dangers of Ed being seen to be in the "pockets" of the union bosses, and like many Labour leaders before him, he will have to work hard to tackle that perception.

To me, the bigger problem is not that the unions got their man, but that the party members didn't, creating an issue of legitimacy that Ed will struggle to address.

Secondly, there is Ed himself. He was right in his speech on Tuesday to try to draw a line under some of the issues which have caused Labour to suffer such a catastrophic loss of trust, and the 'Red Ed' jibes will soon be shown to be ludicrous.

But for all his personal ruthlessness in fighting his elder brother for the party leadership – and in despatching Nick Brown from the job of Chief Whip - he still comes across as rather earnest and well-meaning.

For me, though, the biggest danger for Ed is that, in displaying such ruthlessness in pursuit of the top job, he may have sown the seeds of his own downfall.

It is not just that in order to win the leadership he had to humiliate his elder brother and force him out of frontline politics, but that he also had to trash the entire New Labour brand.

Yes, there were things New Labour got wrong. It did become "fixed in its own certainties" as Ed said on Tuesday. The Blairites became, like Tony Crosland, revisionists who stopped revising.

And as the North-East knows only too well, it clearly failed to balance the interests of its traditional supporters against those of 'aspirational' voters.

But the essential lesson of New Labour – that to win, the party needs to reach out beyond its ideological comfort zone - is one Ed Miliband ignores at his peril.

And I am not alone in wondering whether in declaring New Labour 'dead,' he is not also in danger of writing his own political obituary.

Mutually assured destruction

Behind all the brave talk of new generations, it is my fairly considered view that this Labour conference has been little short of a disaster for the party.

The outcome of the leadership election, via a flawed system that appears to have awarded the prize to the less popular, as well as the less experienced brother, has overshadowed the whole week in Manchester.

Had David Miliband won, as once seemed his appointed destiny, then the week would surely have been a breeze.

Labour would have elected an oven-ready Prime Minister who would instantly have struck fear into the coalition. Instead, the party has opted to do it the hard way.

As I have written before, I don't think Ed Miliband's politics are the problem. He was right yesterday to have distanced himself from some of the issues which caused Labour to suffer such a catastrophic loss of trust at the last two elections, and the 'Red Ed' jibs of the right-wing press will soon be shown to be self-evidently ludicrous.

Another of his nicknames, 'Forrest Gump', is perhaps nearer the mark. The trouble with Ed for me is that, for all his personal ruthlessness in fighting his elder brother for the party leadership and humiliating him in the process, he still comes across as rather well-meaning and naive.

To the Blarites, he was neither Red Ed, nor Forrest Gump, but 'The Emissary from the Planet Fuck' - apparently a reference to the fact that he was the only leading Brownite they could speak to without being told to "fuck off."

This too is revealing. Ed Miliband effectively won this contest by being the acceptable face of Brownism - by contrast with Ed Balls who was seen as its unacceptable face.

But the real problem Ed has faced this week is the psychological outworking of his brother's humiliation, culminating in today's announcement that he will not serve under him.

It undoubtedly leaves Ed weakened, and leaves Labour's already depleted top team looking even more bereft of experience, but it is merely the price he is now having to pay for upsetting the natural order of things.

Ed should perhaps have given more thought to this before he entered a contest which he did not really need to enter - that in destroying his brother, he risked ultimately destroying himself.

This self-destruction is not just a matter of whether Ed can look himself in the mirror at 3am in the morning, but whether, in laying bare the divisions within Labour in order to grab the top job, he has ultimately fatally hobbled his own election chances.

It was for all these reasons, and also partly because Ed's victory has left me feeling rather disconnected from Labour, that I posted a picture of Yvette Cooper on this blog last night under the headline "Labour's next Prime Minister."

Okay, so five years is a long time in politics, and Ed will doubtless grow in stature during that time, but in the increasingly presidential nature of our election contests, he doesn't look or sound to me like a man who could beat David Cameron.

So Dave is in for two (fixed) terms, Labour will turn to someone else for 2020, and Yvette - who in my view could have won this time and spared us this whole psychodrama - will surely make Chuka Umunna wait a while longer.

It is surprising in many ways that we have not yet had a second woman Prime Minister. The 30th anniversary of Thatcher's overthrow would seem an appopriate year in which to remedy that.

Balls holds the key

Politics has seen many changes over the past couple of decades - but if there is one thing that has changed out of all recognition, it is the science of opinion polling.

I have been in this game just about long enough to remember the infamous BBC exit poll in 1987 predicting a hung Parliament. Mrs Thatcher's Tories won a 102-seat majority.

By contrast, this year's exit poll - also predicting a hung Parliament - was very nearly spot-on, not just in terms of the overall outcome but also in terms of the number of seats won by each party.

But if most elections are becoming easier to predict, Labour leadership election are surely the exception that proves the rule.

There are two fairly straightforward reasons for this. Firstly, the single transferable voting system, which usually means that contests are decided on voters' second and sometimes even third preferences.

Secondly, the make-up of Labour's electoral college, comprising MPs, trade unions, and party members, which makes it nigh-on impossible to conduct a meaningful opinion poll.

So the widespread expectation that South Shields MP David Miliband will be crowned as Gordon Brown's successor later this month needs to be taken, at the very least, with a small pinch of salt.

While the Shadow Foreign Secretary certainly has the most support among MPs, and probably among party members, no-one quite knows what the union ballots will come up with, or how important those second preferences will prove to be.

If anyone is in any doubt about this, they only have to look at what happened in the party's deputy leadership election in 2007, when Alan Johnson and Hilary Benn were seen as favourites by the pundits.

They completely underestimated the level of support among the grassroots for Harriet Harman and Jon Cruddas, whose second preference votes ultimately won Ms Harman the job.

That said, leadership elections are not the same as deputy leadership elections where you might feel more able to vote for someone you like the sound of, without necessarily worrying about whether they are capable of winning a general election.

There is a good argument for saying that if the same six candidates as contested the deputy leadership in 2007 had been contesting the leadership, Mr Johnson would have won.

The conventional wisdom in this election has been that Ed Miliband is everyone's second favourite candidate, and that if David is not sufficiently far enough ahead on first preferences, he risks being overhauled by his brother in the latter stages.

The key to it, as with the 2007 deputy leadership election, will be what happens to the second preferences of the third-placed candidate.

Following his strong performance in bashing the coalition, and showing real fighting qualities over the course of the campaign, I think this will in all likelihood be Ed Balls.

I am quite sure this is why talk of a 'pact' under which Mr Balls would become David Miliband's Shadow Chancellor has been doing the rounds over the past couple of weeks.

As it is, I am not sure there ever was such a pact or whether it would even be deliverable.

Mr Balls and the elder Miliband do not appear to share the same views about the importance of tackling the deficit vis-à-vis the need for economic growth, and that may make his appointment as Shadow Chancellor somewhat problematical.

Either way, by my reckoning Ed Miliband will probably need to win at least three fifths of Mr Balls' transfers in order to pip his brother to the post.

My hunch is that he won't, and that it will indeed be David wearing the crown a fortnight tomorrow.

For PM, it has to be DM

No leadership election occurs in a political vacuum. For good or ill, the current race for the leadership of the Labour Party will invariably be shaped in part by the context in which it is taking place.

Like it or not, it is the Blair-Brown years, and their ultimately shattering denouement in the general election defeat of 6 May, which provide the inescapable backdrop to this contest.

For at least one of the candidates, Ed Balls, that defeat already looks likely to have dealt a terminal blow to his leadership aspirations.

For all his pugnacious qualities - none of the candidates have landed as many blows on the Lib-Con coalition as he has - the party was never going to replace the defeated Gordon Brown with, well, Gordon Brown Mark II.

But if this has been a difficult election in which to be a Brownite - all the candidates have been anxious to distance themselves to a greater or lesser degree from the former Prime Minister - being seen as a Blairite is not much of a recommendation either.

If by publishing his memoirs in the week the leadership ballot papers went out, Tony Blair hoped to influence the contest in favour of his protege David Miliband, it only goes to show how delusional he has become.

Mr Blair's account of his 'Journey' is already a bestseller, but many Labour members will be aghast at his decision to kick Mr Brown when he is down while simultaneously refusing to criticise Prime Minister David Cameron.

Then again, why would he, since he too clearly believes that the coalition is a Blairite continuity administration, doing exactly the things he would have done had he not been thwarted by nasty old Gordon.

So far from boosting the elder Miliband's candidature, the book looks likely to provoke a backlash against Mr Blair which could well harm the Shadow Foreign Secretary.

But in my view, that would be a shame, because, aside from all the factionalism, David Miliband is the best qualified candidate to take Labour back into government.

I have to confess that at the outset of this contest, I was leaning more towards Andy Burnham, which would have been the first time Durham North MP Kevan Jones and I had agreed about anything.

But while Mr Burnham is clearly the candidate most attuned to the needs of the North, his oddly tribal, Old Labour-ish campaign has seemed at odds with the 'new politics' of co-operation and coalition.

Of the other candidates, Ed Balls has already been dealt with, Diane Abbot would clearly take Labour back to irrelevance, while I wonder whether Ed Miliband is really ready for the top job.

I like a lot of what he has had to say about the need for Labour to regain its values before it can think of regaining power, and the 'Red Ed' jibes from the Blairite camp are self-evidently ludicrous.

For me, Ed's problem is not his politics, but the fact that he comes across as rather well-meaning and naive - a nice guy, an original thinker even, but not quite tough enough to be leader - and maybe PM - just yet.

By contrast, the one quality his elder brother possesses above all is that, having already held a major office of state, you can easily imagine him as Prime Minister now.

Mr Blair was at pains in his TV interview with Andrew Marr on Wednesday to stress that the South Shields MP is his own man, and that is one thing he was right about.

As a North-East Blairite, he could easily have got sucked into the silly tribalism that affected some of his former parliamentary colleagues in the region who saw any criticism of their beloved leader as a betrayal, but to his credit he never did.

I have no doubt at all that if he wins, David's first priority will be to unite the party and draw a line under the feuding once and for all.

But will he win? That is the question to which I will turn my attentions in next week's column.

How open is the Labour Party to persuasion?

Early on in the Labour leadership battle, Mike [Smithson] drew what I thought was potentially a good analogy between David Cameron’s succesful campaign for the Tory leadership in 2005 and Andy Burnham’s candidature for Labour this time round.

Young Burnham, he surmised, could turn out to be the Cameron of this campaign - a relative unknown coming from behind to win while better-known front-runners faltered.

As it is, Burnham has hardly achieved lift-off. He has fought an oddly Old Labour sort of campaign, of which the last straw - no pun intended, Jack - has been his opposition to the proposed AV referendum which Labour supported in its manifesto.

But that’s not my main point. My question is: is there actually room in this race for any of the candidates to ‘do a Cameron,’ or is the nature of the contest such that the prospect of anyone springing a surprise is already closed-off?

One major difference between this and the Tories’ 2005 race is that the candidates are not being subjected to the pressure-cauldron of a party conference hustings.

When the Tories did this, it enabled them to weed-out a front-runner in David Davis who, whatever his other virtues, was clearly incapable of making a decent platform speech, in favour of someone who wowed his audience by speaking without notes.

Another key difference is the nature of the two parties. As I have pointed out on my own blog, the Tories are historically much more open to making unexpected choices of leader - Margaret Thatcher over Ted Heath in ‘75, William Hague over Ken Clarke in ‘97, Iain Duncan Smith over the same opponent in 2001.

Labour, by contrast, almost always sticks to the front-runner, sometimes because the front-runner is clearly the best candidate (Neil Kinnock in 1983, Tony Blair in 1994) but sometimes out of sentimentality or a resdual belief in ‘Buggins’ Turn.’

My hunch is that most of Labour’s electorate has already made its mind up about this election, and it is now a contest between the brothers. While it is not yet clear which of them will win, it is clear that one of them will.

I’m not sure what current prices are available on Burnham, Ed Balls and Diane Abbott, but whatever they are, my candid advice to PB aficionados would be: ignore them.

Troubled times for Clegg and Co

After the initial thrill of seeing Liberal bums occupying ministerial seats for the first time since the wartime coalition of the 1940s, the past couple of months have proved something of a reality-check for Britain's third party.

First, there was the loss of their rising star David Laws from the coalition Cabinet after just 16 days following revelations in the Daily Telegraph about his expense claims and his private life.

Then the Climate Change Secretary, Chris Huhne, was forced to do a Robin Cook and swiftly dump his wife for his mistress after their affair was exposed by the News of the World.

Mr Huhne kept his job, although conspiracy theorists would doubtless see a pattern in this double embarrassment for key Liberal Democrats at the hands of Tory-supporting newspapers.

But of course, the unease currently being felt across Nick Clegg's party is not just about the personal difficulties of individual Lib Dem ministers. It goes much deeper than that.

The first two months of the coalition have been dominated by the Tory 'cuts' agenda, with Chancellor George Osborne emerging as the dominant figure in the government much as Gordon Brown did under Tony Blair.

For the Lib Dems, it has meant the humiliation of being forced to eat their pre-election words, when they warned that cutting too deep, too fast could cause another recession.

More and more grassroots Lib Dems, and even some of the party's more left-leaning MPs, have started to ask the question: What's in this for us?

Well, this week came the answer – news that a referendum on changing the voting system from first-past-the-post to the alternative vote is to be held next year, probably on 5 May.

For Deputy Prime Minister Mr Clegg, who will formally announce the move next week, it represents perhaps a once-in-a-lifetime chance to achieve the Lib Dem Holy Grail of electoral reform.

There are strong practical arguments for having the vote this early on in the Parliament, in that if it were held any later there would be little chance of getting any changes through in time for the next election.

Against that, though, is the obvious danger that it could shorten the coalition's life by about four years if the referendum is lost.

Were that to happen, of course, there would be little incentive left for the Lib Dems to remain in the government, and Mr Clegg would come under pressure from his party to obtain a swift divorce.

This might, in turn, provide a perverse incentive for the Conservatives not to campaign too hard against the change to AV, although premier David Cameron has insisted that he will.

The referendum poses a dilemma for Labour, too. The logic of opposition suggests it is in their interests to get a 'no' vote in order to try to bring down the government and force a 2011 election.

But many Labour MPs favour AV, and both Miliband brothers have made clear the party will campaign for a 'yes' vote if they win the leadership.

Whether or not Mr Clegg succeeds in his ambition will depend at least in part on whether the coalition can retain the broad popular support it currently holds.

As the North-East knows all too well, referenda held at a time when the government is unpopular tend to result in resounding 'no' votes.

The biggest danger for the 'yes' campaign is that the public comes to view this as an irrelevance when set against the economic problems facing the country – as many Tory MPs already do.

Not for the first time in recent months, the Lib Dems are finding themselves having to negotiate uncharted – and shark-infested – political waters.

Labour's would-be leaders must not stand for this

And so at last the real cutting begins. A new hospital in Hartlepool. A business loan that would have guaranteed hundreds of jobs in Sheffield. A huge modernisation programme for libraries.

All gone in a flash, along with another £2bn worth of projects apparently approved by Labour in its last few months in office, though in the case of the hospital, it seems to have been in the pipeline for rather longer than that.

And at last, too, some real passion from Labour in opposing the Con-Lib coalition's programme of cutbacks - both from Liam Byrne on the floor of the House on Thursday, and later from David Miliband in the BBC studios.

The defeated party finally found its voice as Mr Byrne, the man who came close to making it a laughing stock with his 'sorry, there's no more money' note to his successor, managed to redeem his own somewhat battered reputation.
The shadow chief secretary told Lib Dem opposite number Danny Alexander: "The country....will be aghast at your attack on jobs, your attack on construction workers, your attack on the industries of the future and the cancellation of a hospital.

"In five minutes this afternoon you have reversed three years of Liberal Democratic policy of which you were the principal author. What a moment of abject humiliation."

Mr Miliband went even further, when invited onto the BBC's Newsnight that evening to discuss the cuts - in particular the cancellation of the £80m loan to Sheffield Forgemasters.

"We were looking to facilitate a genuine industrial revolution in the North of England. It's been thrown away by an act of gratuitous economic vandalism," he said.

The sense of outrage that finally welled-up from senior Labour politicians this week has been long brewing.

As I wrote last week, the government is making a very determined effort to construct a political narrative in which "irresponsible" Labour is blamed for wrecking the economy and leaving a mess for the coalition to clear up.

It is, however, in danger of gilding the lily - just as New Labour's own 'repeat messaging' of its achievements ultimately caused people to disbelieve everything it said.

Indeed, the new Office for Budget Responsibility this week found that, far from being irresponsible, previous Chancellor Alistair Darling had been too cautious in his borrowing forecasts, and that it will actually be £22bn lower over the next five years.


Some of Labour's leadership contenders have appeared reluctant to defend the previous government's record, two of them even claiming they were against the Iraq War even though they were government advisers at the time.

But rather than let the coalition traduce its economic legacy and use that as a justification for cuts, Labour needs to take the fight to its opponents.

Sure, the Brown government was not perfect. But it was doing no more than following classic Keynesian economic theory - that you stimulate spending to achieve recovery, then wait for tax revenues to eat into the deficit before making cuts.

I for one am pleased that at least one of the contenders is prepared to defend that perfectly respectable position.

One of the main criticisms against David Miliband as a leadership candidate has been that he is simply too cerebral, that he lacks the moral passion to energise a movement which Harold Wilson rightly termed "a moral crusade or nothing."

Well, on Thursday night, we saw the South Shields MP try to answer some of those criticisms.

Some called his Newsnight performance a "rant." Some even questioned his fitness for office. But for me, it was no more than a recognition of one of the iron laws of politics.

Namely, that before you can be Prime Minister, you have first to make a success of being Leader of the Opposition.

Miliband Major has the Big Mo

The Con-Lib coalition overcame its first major crisis over the past week with the resignation of the Treasury Chief Secretary David Laws after what must be the shortest Cabinet career on record.

Doubtless it is a huge loss to the government. Mr Laws was easily the most popular Lib Dem on the Tory benches, and as such was a vital bridge between the two governing parties.

That said, it says a lot for the strength of David Cameron and Nick Clegg's alliance that Mr Laws' shock departure, after revelations about his expense claims and his private life, failed to sever it.

Although there do appear to have been some behind-the-scenes disagreements about how the resignation should be managed – and how Mr Laws should be replaced – in public at least the coalition managed to maintain a united front.

Debate will linger on over whether Mr Laws was right to resign, although my own feelings are that he made the right call in judging that he could not be the man to oversee expenditure cuts having claimed expenses he was not entitled to.

But after a month of writing mainly about the coalition, I'm going to focus instead this week at what is happening on the opposite side of the House.

Granted, Labour's leadership race hasn't exactly sprung into life yet, with most of the better-known contenders ruling themselves out on the grounds of age and the current front-runners a monochrome set of white, middle-class former policy wonks.

But with a swift return to power a real possibility for Labour if the coalition were to hit the buffers, the choice is certainly not without significance.

Many Labour activists in the North-East will doubtless be hoping South Shields MP David Miliband can emulate Tony Blair and Ramsay Macdonald and become the third party leader to hold a seat in the region.

History is certainly on his side. While the Tories are often inclined to favour the unexpected in their choice of leader, Labour almost invariably opts for the most 'obvious' candidate.

It usually pays off, too. Harold Wilson over George Brown in 1963, Jim Callaghan over Michael Foot in 1976, John Smith over Bryan Gould in 1992 and Tony Blair over Margaret Beckett in 1994 were all the right choices.

As if to prove the point, on the one occasion on which Labour passed over the obvious successor - choosing Mr Foot over Denis Healey in 1981 – it proved a disaster.

Support for the six candidates among the North-East's 25 Labour MPs is fairly evenly spread.

David Miliband currently has six nominations from the region, Ed Balls five, Ed Miliband four, and the other three candidates one each.

While left-wingers Diane Abbott and John McDonnell appear unlikely to get the 33 nominations necessary to join Mr Balls and the Milibands on the ballot paper, former health secretary Andy Burnham still might.

The one North-East MP backing him thus far is Durham North's Kevan Jones, who is not a bad person to have on your side in an internal party election.

Ed Miliband began the contest looking handily-placed, potentially the most open to fresh ideas and the least weighed-down by previous baggage. Mr Balls meanwhile is a proven campaigner who is sure to get big support from the unions.

But it is the elder Miliband who appears to have that crucial electoral asset: momentum.

Most of the heavyweights from the Brown Cabinet have lined-up behind him and as well as being the most experienced of the candidates, he both looks and sounds the most Prime Ministerial.

It is early days – but the Labour leadership is already looking like it is David Miliband's to lose.

The old politics is back

Is politics returning to normal? Even before the government's pettyfogging decision to boycott Question Time over, of all things, the presence of Bad Al Campbell on the panel, the signs were there. Here's today's Journal column.



After the unchartered waters of the post-election period and the initial excitement of the Lib-Con coalition deal, the political events of the past week had a reassuringly familiar feel to them.

A Conservative Chancellor unveiled a swingeing package of spending cuts. Labour frontbenchers queued up to attack them.

Meanwhile a Conservative Education Secretary unveiled plans to reduce the role of local authorities in schools – as Labour accused him of trying to recreate a two-tier education system.

So much for the 'new politics.' This was just like old times.

For the North-East, the new political era is already carrying unwelcome echoes of the Thatcher-Major years.

National newspapers have once again started to carry long features on the region's plight, and how its relatively high proportion of public sector jobs will leave it vulnerable to the spending cutbacks. Tell us something we don't know.

The one bright star on the horizon is that ministers have bowed to the demands of this newspaper among others to retain a region-wide economic body.

Communities secretary Eric Pickles moreorless confirmed on Wednesday that this would be the existing job-creation agency One NorthEast, albeit in a radically slimmed-down form.

But though some will doubtless bemoan the loss of Labour's child trust funds, there is a consensus of sorts over the cuts, the only argument being whether they should have happened now or later.

Michael Gove's education proposals - a re-run of the Major government's grant-maintained schools initiative - are however likely to be far more controversial.

By opening the way to thousands of schools to become 'academies,' the Tories' real aim appears to be to further neuter the role of local government.

For all the talk of 'localism,' all this will result in is more and more schools being directly-funded – and thus ultimately controlled – from the centre.

Labour activists, many of whom are teachers and many more of whom work in local government, will hate this measure probably more than any other to emerge from the coalition so far.

In terms of the Labour leadership contest, it ought to play into the hands of the former children's secretary, Ed Balls, who led the attack on it this week in his usual combative style.

Nevertheless Mr Balls remains very much an outsider in the race which thus far looks set to be a contest between the Miliband brothers, David and Ed.

The election of South Shields MP David as Labour leader would, at least, be some compensation for the fact that the North-East is the only region without a single MP in the government.

Of all the many vignettes that have emerged from that strange five-day post-election limbo when no-one quite knew who had won, one of the most intriguing concerns a 3am conversation between Tony Blair and Paddy Ashdown.

The former Lib Dem leader was apparently begging his old friend to broker a Lib-Lab coalition and finally realise their dream of a new 'progressive alliance.'

But Mr Blair said no, it was time Labour went into opposition, arguing that if it clung on to power this time round, it would pay a terrible price at the next election.

As the initial euphoria around the coalition subsides, and the harsh reality of its programme starts to bite, it is looking increasingly like the right judgment call.

Wanted: More candidates

I have to confess to being decidedly underwhelmed thus far by the Labour leadership election. Aside from the fact that many of the best candidates have ruled themselves out of the running on the grounds of age - always a depressing state of affairs for those of us who are nearer 50 than 40 - the distinctly monochrome nature of the four leading candidates, all white middle-class males who moved into important positions in government on the back of having once been junior research assistants to Gordon Brown or Tony Blair, leaves little to get excited about.

Of the four - I am discounting Diane Abbott and John McDonnell as no-hopers - the one that has so far talked the most sense is Andy Burnham. He at least seems to have some understanding of the Labour Party's roots, and a coherent story to tell about how it managed to lose touch with its natural supporters over recent years. I have also, in the past two days, been impressed by Ed Balls: the new government's divisive new education reforms, a throwback to the mid-1990s mania for grant-maintained status, will surely give him a platform from which to rally support.

Of the Miliblands, there is much less positive to be said from my point of view. To tell the truth, I would not be unhappy with either of them as leader, and David's so-called 'Blairite' credentials - a fatal drawback if genuine - have always been seriously overplayed in my view. But I wonder whether either of them are quite combative enough for the role at a time when the Con-Lib coalition is threatening to carry all before it.

Certainly Harriet Harman made a good stab at puncturing David Cameron's growing self-confidence this week, and I still don't think it is entirely outside the bounds of possibility that she could come into the race. For one, I don't think she would be entirely happy to see Abbott carrying the torch for Labour's wimmin. For another, I think it's very noticeable that some of the key Brownites who were behind her deputy leadership campaign - the likes of Nick Brown and Kevan Jones - have yet to declare for any of the other candidates.

What this is all leading up to is that, to my mind, the field is currently way too narrow. I am hugely disappointed that Yvette Cooper has decided not to stand - if brother can stand against brother, then why not wife against husband? - but I do understand her reasons. No such considerations apply, however, to the other great absentee from the race - Ben Bradshaw.

He was an experienced and successful minister. He was not clearly associated with either Brown or Blair but was regarded as having been loyal to both men. He has an interesting personal backstory that resonates with 21st century Britain. He is good-looking, articulate and good on TV. Perhaps most importantly of all, he has had a life outside the Westminster goldfish bowl and a successful career in the real world. Why is he not standing?

Gordon makes the supreme sacrifice. Now bring on Bradshaw

Gordon Brown was always a party man at heart, and his decision to sacrifice himself in order to facilitate Labour's participation in a potential progressive coalition could yet go down as one of the great political game-changers in recent history.

Where Purnell, Blears, Flint, Reid and Co have failed, Nick Clegg has finally succceded, but for once I share Alastair Campbell's view - that Mr Brown never intended to stay long once the election result had become clear, and that far from 'squatting' in No 10, he was simply carrying out his duty to his country - and his Queen - by ensuring the business of government was carried on.

Against the odds, the prospect of a Lib-Lab dream team that can change this country for good is back in play, while the prospect of a 19th old Etonian Prime Minister has at least temporarily receded.

I am sticking by my view that Ben Bradshaw is the man to ultimately take this forward. Although I would be equally happy with Alan Johnson, it may be time to move to a younger generation of political leaders. David Miliband and Ed Balls will of course start favourites, but I think Labour now badly needs to move on from Blairite-Brownite battles and electing either of those two would simply perpetuate them.
