What if none of them ends up in Number Ten?

Before the current election campaign got under way, there were some pundits who predicted that it could become the first such contest to be decided over the worldwide web.

But apart from one Labour candidate who made a fool of himself by using foul language on Twitter – the twit in question was swiftly forced to quit – talk of an ‘internet election’ has proved wide of the mark.

Instead, it has been the relatively old-fashioned medium of television which has led the way, with the debates between Gordon Brown, David Cameron and Nick Clegg proving to be the pivotal events in the campaign.

Indeed, they have assumed such a degree of significance that much of what has happened in between them has seemed a bit like waiting for the next course to arrive in a restaurant.

After the first debate, I wrote that it was beginning to look as though the will of the public in this election may be to deny both of the two main parties an outright majority.

At the time, it was a somewhat tentative conclusion, but the “Cleggmania” that erupted over subsequent days suggested it wasn’t far off the mark.

If proof was needed that it is the Lib Dem leader who is setting the agenda in this campaign, one need only look at how the second debate on Thursday contrasted with the first.

Whereas in the first one the prevailing attitude of the other two leaders was “I agree with Nick,” in the second one they were finding as much to disagree with him about as possible.

Another thing I wrote last Saturday was that the Lib Dems can expect an onslaught from the 'big two' over the next few days such as they have never seen.

In truth Labour has been rather muted in its criticisms, but the attacks on Mr Clegg in Thursday morning’s Tory-supporting newspapers will have done Mr Cameron’s party little good in my view.

The public has come to see that kind of journalism for what it is – not journalism, in fact, but merely an extension of the yah-boo politics they have come to loathe.

If the Cameron camp was hoping it would burst the Clegg bubble, it is already clear that it has signally failed to do so.

That said, both Mr Cameron and Mr Brown can certainly take heart from this week’s debate, which saw all three contenders much more evenly-matched than the previous one.

Indeed, Mr Brown’s ratings improved so markedly that he might even entertain hopes of coming out on top in the final, surely decisive confrontation this coming Thursday.

The Prime Minister is nothing if not resilient, and his “like me or not” passage in which he tackled his own lack of personal charisma head-on will have gained him a certain amount of respect.

There remains, though, a strong feeling in the electorate that, after 13 years and a record that can best be described as mixed, this government has finally run its course.

For that reason, we can expect to hear Mr Cameron continuing to hammer away at his core message over the next week that only a vote for him can spare us another five years of Mr Brown.

It is not, as it happens, strictly true. The price of a Lib-Lab pact could well be the Prime Minister’s head on a platter, in which case expect to see South Shields MP David Miliband summoned to the Palace.

Of all the possible denouements to this extraordinary campaign, that would surely be the most bizarre – that none of the three contenders who have slogged it out over the airwaves actually ends up in Number Ten.

The fact that such scenarios are even being discussed is a measure of just how unpredictable this whole election has become.

Regaining sympathy not the same as regaining trust

The Sun's quite disgraceful personal attacks on the Prime Minister over his letter to Jacqui Janes understandably swung some public sympathy behind him this week. But neither that nor the Glasgow North East by-election result means he is necessarily "safe." Here's today's Journal column.



Six weeks ago, The Sun newspaper torpedoed Gordon Brown's hopes of a party conference uplift by announcing on the evening of his keynote speech that it would be backing the Tories at the next general election.

At the time, I was among those who sought to downplay the significance of this, arguing on these pages that it was no more than a right-wing newspaper returning to its natural ideological home.

But if I’m honest, I was swimming against the tide on this. Most of the media seem to take The Sun’s own estimation of itself as the paper ‘wot won’ every election since the 1960s completely at face value.

Hence the paper’s switch after 12 years of loyal support for New Labour was reported as a political event of huge symbolic importance which drove yet another nail in the government’s coffin.

Perhaps, though, they were right. We have seen over the past week just what a dangerous opponent The Sun can be when it has it in mind to ‘go for’ a particular politician.

It used an error-strewn handwritten letter he wrote to grieving mum Jacqui Janes expressing his condolences at the loss of her son in Afghanistan to mount a highly personal attack on the Prime Minister.

It’s all becoming very reminiscent of the latter days of John Major – another well-intentioned PM who seemingly could do nothing right and who incurred the wrath of a certain red-top tabloid as a consequence.

Who could forget the Sun editor on Black Wednesday who promised to take two large buckets of something unmentionable and empty them all over poor old Mr Major’s head?

But if that at least had the merit of humour, on this occasion the paper appears to have over-reached itself.

As the sheer ferocity of its attack became clear, the public’s sympathy seems for once to have swung towards Mr Brown.

Ironically, had the paper not previously announced its intention to support the Conservatives, its reporting of the whole episode might have had a greater political impact.

But as Alastair Campbell rightly pointed out: “Precisely because they made such a splash with the switch to the Tories, the wider public now know more than ever that their coverage is politically driven and totally biased against Brown.”

The Sun also has something of a credibility gap with some sections of the public on issues such as these – as David Higgerson, a former Journal political correspondent now plying his trade on Merseyside, was not slow to point out.

“Nobody in Liverpool needs reminding about the sick irony involved when The Sun decides to have a pop at somebody for being insensitive,” he wrote on his blog.

As it is, a difficult week for Mr Brown has ended on a triumphant note with Labour’s unexpectedly comfortable victory in the Glasgow North-East by-election caused by the defenestration of Mr Speaker Martin over his handling of the expenses affair.

It did not take long for the Prime Minister’s loyal ally, Scottish Secretary Jim Murphy, to claim the party’s thumping 8,111 majority over the SNP as “an endorsement of Gordon Brown and what he is trying to do.”

But is it? Earlier this week, South Shields MP David Miliband’s decision to turn down the chance to become EU Foreign Minister led to more speculation that he could yet take as Labour leader before the next election.

A defeat for Labour in Glasgow North-East on Thursday might have raised that speculation to fever pitch.

As it is, the consensus among political commentators last night was that the result will make Mr Brown “safe” from any further attempts to unseat him – but I’m not at all sure they’re right.

The Prime Minister may have garnered some public sympathy this week. But regaining the public’s sympathy is a long way from regaining its trust.

Miliband rises as Griffin bombs

All the media attention this week was on Nick Griffin and the BNP. But meanwhile, some possibly more significant developments have been taking place behind the scenes in the Labour Party. Here's today's Journal column.



There is a widely-held maxim in our profession that all publicity is good publicity. But after Thursday night's Question Time on the BBC, I wonder if Nick Griffin would necessarily agree.

In the run-up to the programme, there were widespread fears that the British National Party leader's appearance would somehow give the far-right group the mainstream political respectability it craves.

Critics of the BBC's decision to allow him to appear cited the upsurge in support for Jean-Marie Le Pen's neo-fascist National Front party in France in 1984, following a high-profile television performance.

But in the event, those who were worried on this score need not have feared. Far from giving his party added credibility, Mr Griffin's appearance on the programme merely confirmed that neither he nor his party are serious political players.

If Mr Griffin was the political genius that his admirers - as well as some of his opponents - clearly believe him to be, then maybe they would have had a point.

But Mr Griffin is no Jean-Marie Le Pen, still less an Enoch Powell, and my overwhelming impression from watching the programme was to wonder why anyone would want to vote for this clown.

Grinning your way through a YouTube video about MPs' expenses as Prime Minister Gordon Brown did earlier this year is one thing. Grinning your way through a question about whether or not you denied the Holocaust is quite another.

For my part, I cannot disagree with Justice Secretary Jack Straw's verdict, that far from providing the BNP with a platform for a political "breakthrough," the whole episode has been a catastrophe for the party.

Meanwhile, back in the real world of serious politics....strange things seem to be stirring in the Labour undergrowth.

Today sees the return to the region of the one-time Hartlepool MP Peter Mandelson to deliver the annual South Shields Lecture in the constituency of Foreign Secretary and potential Labour leadership contender David Miliband.

The confluence of these two leading Blairites in the region at the same time has led to excitable talk that Lord Mandy may be preparing to throw over poor Mr Brown in favour of the perennial young pretender.

While this may be a case of putting two and two together and making 17, there is a certain political logic to some of the speculation, in that most Labour MPs now believe the Prime Minister to be incapable of leading them to victory next May.

But as Mr Brown's fortunes have continued to decline, Miliband Senior seems to have overcome the political banana-skins that afflicted him during 2008 to become, once more, the flavour of the month.

As I noted a few weeks back, his cause has probably been helped by the fact that his chief rival, Home Secretary Alan Johnson, has now said he's not up to the job of PM so many times that most of the party agrees with him.

As well as resuming his front-runner status for the Labour leadership, Mr Miliband is also being spoken of as a contender for the post of EU foreign minister or "high representative," due to be created once the Lisbon Treaty is ratified.

Mr Miliband used Twitter to deny the rumour yesterday, but some insist he'd be happier in that role than in No 10, and that it's actually younger brother Ed who is Mandy's chosen one.

I wrote several months ago now that I did not believe Mr Brown would lead Labour into the General Election if it became clear that the only consequence of that would be a catastrophic defeat.

The recent drip-drip-drip of information about the Prime Minister’s health, some of it emanating from within Downing Street itself, seems to confirm that an exit strategy is being carefully devised.

At the moment, I suspect Mr Brown is keeping his options open in the hope that something will turn up, but yesterday’s news that the country is still in recession will hardly have lightened his mood.

One slogan heard doing the rounds this week was “New Year, New Leader” – and once again, the name of Miliband seems to be in the frame.

Why Johnson will still take over in the end

Gordon Brown may have survived the Cabinet crisis and the Euro-elections debacle, but Alan Johnson is still in the driving seat to lead Labour into the next election. Here's today's Journal column.



Shortly after coming to power in 1997, the newly-elected Prime Minister Tony Blair asked his political mentor, Roy Jenkins, to carry out a wide-ranging inquiry into the voting system.

Lord Jenkins’ report, published the following year, recommended a form of proportional representation for Westminster based on the so-called ‘alternative vote’ in which candidates are ranked in order of preference.

Mr Blair, whose party had committed in its 1997 manifesto to holding a referendum on the voting system, was genuinely torn as to how to proceed, with Robin Cook and Paddy Ashdown among those urging him to cross the Rubicon.

But in the end, he was talked out of it by an alliance of senior figures within his own Cabinet, and Labour’s plans for voting reform were kicked, seemingly permanently, into that bit of St James’s Park where they can’t quite get the mower.

The senior Labour figures in question included the then deputy leader John Prescott, who has always been hostile to PR, and Jack Straw, who put the boot into the Jenkins Report in the Commons almost before the ink on it was dry.

But among them also was Chancellor Gordon Brown, as ever playing to the Old Labour gallery in his efforts to undermine Mr Blair and shore up his own power-base within the party.

More than a decade on, and facing the loss of the power he has dedicated his adult life to acquiring, Mr Brown has decided voting reform might be worth another look as part of a wide-ranging package of constitutional measures to restore trust in politics.

But as the Good Book says, you reap what you sow, and Mr Brown’s apparent deathbed conversion to PR has surely come too late to be taken seriously, still less as a means of relaunching his troubled premiership.

On the one hand, one can admire Mr Brown’s resilience in attempting to bounce back from last week’s Cabinet crisis and Sunday’s Euro-election drubbing by launching a set of proposals which would transform the British system of government.

On the other, you can simply view him as deluded. After all, this is a man who cannot even order his own Cabinet around, let alone carry out what would be the biggest set of constitutional reforms since Magna Carta.

The tragedy for the Prime Minister is that constitutional reform – or cleaning up politics in tabloid-speak - really could have been his “Big Idea,” had he been bolder about it at the start of his premiership.

Now, nearly two years on, it simply looks like a belated reaction to the continuing tide of parliamentary sleaze on the one hand, and on the other, Mr Brown’s desperate need to find some sort of purpose to his remaining in power.

There are essentially two reasons why the Prime Minister survived the coup attempt led by former Work and Pensions Secretary James Purnell when he stormed out of the Cabinet a week ago last Thursday.

The first and most obvious is the that Labour MPs do not want to be pitchforked into fighting a general election which they know they would lose.

Rightly or wrongly, the idea that a new leader would be obliged to hold an immediate general election has taken hold at Westminster, and the line was being heavily spun by Mr Brown’s supporters last weekend.

Looked at from this perspective, the point at issue for Labour MPs at their crunch meeting on Monday evening was not so much whether the Prime Minister should stand down before the election, as when.

My own view, for what it’s worth, is that there is no way the Labour Party is going to allow Mr Brown to lead it into the next election, for the simple reason that it knows there is no way the public is going to vote for another five years of him.

But given that the election has to be held next Spring anyway, there is an inescapable logic to delaying any change in the leadership for now.

If, say, the change were to be delayed until the New Year, it would enable a new leader to take over close enough to the election not to have to bring it any further forward.

What Mr Brown has done over the past week is not so much “seen off” the threat to his leadership, as earned the right a dignified resignation at some point between the party conferences and Christmas.

But the second reason why the Prime Minister survived was quite simply the identity of those trying to unseat him - “wrong plot, wrong plotters” as one MP put it.

Whatever Mr Brown’s shortcomings, the great majority of Labour MPs do not want a Blairite restoration in any shape or form, and as soon as it became clear that the coup was essentially a Blairite enterprise, the whole thing was doomed to failure.

Mr Purnell is undoubtedly a bright lad, but he suffers from the considerable drawback of looking like Tony Blair’s junior research assistant, which indeed he was until he became an MP.

Likewise Ms Blears is a doughty campaigner and a highly effective communicator, but her nickname in the PLP, Mrs Pepperpot, gives some idea of the level of esteem in which she is held by her colleagues.

In a revealing BBC radio interview on Tuesday, Foreign Secretary and South Shields MP David Miliband said Mr Brown would remain in power because “the main contender Alan Johnson” was supporting the Prime Minister.

This tell us three things. First, that Mr Brown is now dependent on Mr Johnson’s support. Second, that Mr Johnson can take over any time he wants. Third, that when that time comes, Mr Miliband will support him.

The Labour Party has finally reached a settled will on the future of Prime Minister Gordon Brown, but it is not that he will lead them into the next general election for good or ill.

It is that he will be replaced, at a decent interval and in a suitably dignified way, by the man he has just appointed Home Secretary.

The lost moral compass restored

Gordon Brown has always been a man with a huge sense of Labour history. And while his speech to the party's conference today was certainly focused on the present and future, it was also deeply rooted in the history of the party.

Harold Wilson used to say the Labour Party was a moral crusade or it was nothing. During the Tony Blair years, it was pretty clear that it had become nothing. Yet in one passage of today's speech, Mr Brown restored the moral purpose that has been missing from the party for so long.

"And why do we always strive for fairness? Not because it makes good soundbites. Not because it gives good photo opportunities. Not because it makes for good PR. No. We do it because fairness is in our DNA. It's who we are - and what we're for. It's why Labour exists. It's our first instinct, the soul of our party. It's why when things get tough, we get tougher."

Although the pundits will doubtless focus on his clever two-in-one put-down of the two Davids - "This is no time for a novice" - this, for me, was the key message of the speech, a reminder to the country that this party is about more than simply a desire to stay in power for as long as possible.

The message was underlined, near the very end of the speech, by Mr Brown's use of the phrase "United we are a great movement."

The words "This Great Movement Of Ours" or "TGMOO" used to be practically obligatory in Labour leader's speeches in the pre-Blair days, but references to Labour as a "movement" went dramatically out of fashion during the NuLab era, presumably because, like "moral crusade," the word implies some higher purpose. The idealists among us will be pleased to see it back again.

Miliband must distance himself from Blair

If David Miliband is to become Labour leader, he will have to win it from the centre, not by surrounding himself with Blairite "ultras." Here's my column in today's Newcastle Journal.

With the new football season almost upon us, hundreds of thousands of armchair fans will doubtless be spending the next few days selecting their Fantasy League sqauds for 2008/2009.

But as far as political journalists are concerned, there is nothing they enjoy more at this otherwise lean time of the year than a good old game of Fantasy Cabinets.

So it wasn’t entirely surprising this week to find one national newspaper attempting to guess the shape of David Miliband’s government line-up before the poor man has even got as far as the starting-line in a leadership race.

The South Shields MP, we are told, will appoint his fellow North-East Blairite, Darlington’s Alan Milburn, to the job of Chancellor if he succeeds in replacing Gordon Brown.

On the face of it, they might seem like a good combination, a political Sutton and Shearer – or for Newcastle fans with longer memories, a Macdonald and Tudor, perhaps.

Here, after all, are two youngish, thrusting reformers with the energy, charisma and above all fresh ideas to revive Labour’s moribund political fortunes.

But to return to the footballing analogy, in Labour Party terms it is a bit like playing David Beckham and David Bentley – two right-wingers – in the same England XI. It makes the team look unbalanced.

And if the 43-year-old Foreign Secretary is serious about winning the Labour leadership, putting together a balanced ticket is going to be absolutely key to his prospects.

It is not hard to see why this should be the case. Although Mr Miliband has few personal enemies in the Labour Party, he is instinctively distrusted by many as a “Blair Mark 2.”

Although Mr Miliband’s politics are rather more nuanced than this – in some respects he is well to the left of his old boss – there are some who would view his candidacy as a sort of restoration project.

Hence the very last thing he needs is to be seen to be teaming up with Mr Milburn, who apart from his old chum Stephen Byers is about the most dyed-in-the-wool Blairite “ultra” around.

What he needs is to be seen to be reaching out not to his natural allies on the right of the party, but to his potential opponents on the centre-left.

In the light of all this, it is understandable that many observers this week saw the claims about a “Mili-Mil” leadership plot as a piece of black propaganda by the Brownites to discredit the Foreign Secretary.

Indeed, so successful does it appear to have been in this regard that I wonder if the Prime Minister’s old spinmeister Charlie Whelan is back at his side.

The genius of the story – if indeed it did have Mr Brown’s fingerprints on it – was that it played exactly into the party’s fears about what Mr Miliband might do as leader.

No matter that Mr Milburn himself has dismissed the reports, in terms, as “balls” – enough seeds of doubt will have been planted to make people think twice about the whole enterprise.

So let me indulge in a bit of Fantasy Cabinet-making myself on Mr Miliband’s behalf, of the kind that would suggest he is genuinely reaching out to all sides of the party.

The two people who are going to be crucial in any leadership contest – the kingmakers in my view – are the health secretary Alan Johnson in the centre, and the former deputy leadership candidate Jon Cruddas on the left.

I wrote a fortnight ago that Mr Miliband’s old friendship with Mr Johnson dating back to their days as education ministers could be central to his chances, and I stand by that.

Many MPs would like Mr Johnson to stand himself, but failing that, his endorsement will carry huge weight.

As for Mr Cruddas, it was he who swung the deputy leadership for Harriet Harman last year after making clear on the BBC’s Question Time that his second-preference vote would go her way.

But the job he really wants is not the deputy leadership, but that of reforming the party’s internal structures and galvanising its decrepit grassroots organisation.

If Mr Miliband really is in the business of handing out Cabinet jobs in advance, he should promise Mr Johnson the job of Deputy Prime Minister and Mr Cruddas the party chairmanship.

With those two on board, he could make a powerful case that, far from being a divisive “Blairite,” he is really the candidate who can unite this fractious, divided party.

As for Mr Milburn, while there should clearly be a place for him in any post-Brown administration, I doubt if that place is the Treasury.

Although the Darlington MP was briefly Chief Secretary to the Treasury in 1998-99,
his real political talents lie in blue-sky thinking and communicating a vision, rather than figures and grasp of detail.

Indeed he has the kind of skillset that is required more for No 10 than for No 11, which is one of the reasons I have previously advocated him as a leadership contender.

I can see him being offered a Cabinet Office cross-cutting role to "think the unthinkable," possibly looking at policies across the piece to kick-start social mobility, his pet subject.

In the final analysis, Mr Miliband needs to keep his eyes not just on the internal party selectorate but on the broader electoral picture.

If the idea of a “Blair Mark 2” is unpopular within the Labour Party, it is not likely to prove any less so amongst the public as a whole.

The main reason Mr Brown has proved an unpopular Prime Minister is because he was unable to be the change the country wanted after his predecessor’s long reign.

Mr Miliband must base his appeal not just on the fact that he isn’t Gordon Brown. He must make clear that he isn’t Tony Blair either.

Milburn for Chancellor? Absolute b****cks

Those were the words apparently used by Alan Milburn to describe Rosa Prince's now-infamous Telegraph story that he had been offered the Treasury in a David Miliband administration, should one come about.

Well, he would, wouldn't he? But you know, I think Alan is telling the truth on this one and for once I agree with Guido. This was not hubris on the part of an increasingly over-confident Blair/Miliband camp, it was a piece of black propaganda by the Brownites designed to discredit the Foreign Secretary in the eyes of the Milburn-hating party selectorate.

Indeed, so successful does it appear to have been in this regard that I wonder if that grandmaster of the dark arts Charlie Whelan is back at Gordon's side?

Andrew Sparrow on the Guardian Politics Blog said charitably that even the flakiest stories usually contain "some slither of truth," and I agree. The slither in this case is that Milburn will play a role in a Miliband government, if it happens - but not at the Treasury.

Although Milburn was briefly Chief Secretary to the Treasury in 1998-99, figures and grasp of detail are not really his strong points. He is much more of a Blair than a Brown, a broad-brush man whose real political talents lie in blue-sky thinking and communicating a vision. That is the kind of skillset that is required for No 10, not No 11, which is one of the reasons I have previously advocated Milburn as a leadership contender.

My tip for the Treasury is either James Purnell or, more likely, John Hutton. As for Milburn, I can see him being offered a Cabinet Office cross-cutting role to "think the unthinkable," possibly looking at policies across the piece to kick-start social mobility or tackle inequality. Indeed, Brown should have offered him this last year in my view.

The irony is that, had "Gypsy Rosa" written that Milburn's old flatmate Hutton was going to be offered the Treasury in a Miliband government, it would have proved even more damaging to the would-be young pretender, given the Business and Enterprise Secretary's current lower-than-zero standing with the union brothers.

It might also have had the merit of being - no doubt inadvertently - accurate.

Miliband knocks at the door of Number 10

It's game on for the Labour leadership after David Miliband set out his stall this week - and Britain looks set to get another Prime Minister from a North-East constituency. Here's my column in today's Journal.

Harold Wilson famously coined the phrase that a week is a long time in politics. But had the pipe-smoking legend lived in the era of the 24/7 news media, he might have said it was an eternity.

Events have moved thick and fast since, a week ago, I concluded that Gordon Brown’s nightmare scenario going into the conference season would be to deliver his keynote speech against a backdrop of party dissension and open revolt.

Seven days on, I suspect the Prime Minister would now regard it as an achievement if he even makes it as far as the podium in Manchester next month with his leadership intact.

What has changed? In two words, David Miliband. The Foreign Secretary and South Shields MP, widely criticised last year for not having had the bottle to fight Gordon Brown for the top job, has finally decided to stand up and be counted.

Of course, Mr Miliband has denied that his article in Wednesday’s Guardian was intended as anything resembling a Labour leadership challenge. He had little option but to do so

He is, after all, treading a very fine line between careful positioning and outright disloyalty, and already two backbench MPs have called for him to be sacked over it.

But you do not write an article like that at a time of maximum vulnerability for the Prime Minister if you are not, at the very least, letting it be known that you would be available in the event of a vacancy.

Hence unless Mr Miliband is now forced to beat a humiliating retreat – which, if he does, will finish him for good as a leadership contender – it’s game on.

On the face of it, his much-pored-over Guardian piece said little that was new or original. In one sense, it was full of the kind of meaningless vacuities we have come to expect from New Labour politicians.

But for those whose job is it is to look for such things – the media, and Labour MPs – the signs were all there.

There was the non-mention of Mr Brown. The implicit criticism of his failure to get across Labour’s message by being insufficiently humble about its shortcomings. The attempt to set out a fresh “vision” for the party – something Mr Brown has palpably failed to do.

Above all, perhaps, the article radiated a sense of optimism that has been missing from Labour of late, almost as if Mr Miliband was telling his party only he could give it back its self-confidence.

Is Mr Miliband really an ideal candidate for Labour leader? Well, no. He still lacks enough experience for my liking, and has not exactly been a conspicuous success as Foreign Secretary.

But from an electoral point of view, he does at least negate some of Mr Brown's perceived drawbacks - for instance he is young, English, and reasonably charming on a human level.

Most importantly, he was not responsible for every mistake in economic and social policy that has been made by New Labour since 1997 – a legacy that is proving increasingly poisonous for Mr Brown.

One other point in his favour that is rarely mentioned is that he has a deep understanding of Labour history – something which distinguishes him from his old mentor, Tony Blair.

On these pages a couple of months back, I made clear my own preference for another North-East MP, Darlington’s Alan Milburn, on the grounds that he can offer greater experience combined with relative freshness.

I still think there was an opportunity for the former health secretary following the Crewe and Nantwich and Henley by-elections to steal a march on the potential Cabinet contenders by coming out publicly against Mr Brown.

It would have made his Cabinet rivals look lily-livered by comparison and put Mr Milburn in the vanguard of the growing Dump Brown faction among the party's grassroots.

But it didn't happen, and it's now clear from Mr Miliband's intervention that, far from allowing a leftfield stalking-horse like Mr Milburn to do their dirty work, the Cabinet contenders are preparing to move against the PM themselves.

Neither is it just Mr Miliband who has been making plans. Deputy leader Harriet Harman was forced to deny this week that she was assembling a leadership bid, but her actions are almost as transparent as the Foreign Secretary’s.

Some commentators are already convinced that, although as many as six candidates could enter the fray, it will boil down to a contest between Mr Miliband on the right and Ms Harman on the soft-left.

Those who argue Ms Harman could pull it off point to her success in last year’s deputy leadership election and her evident popularity with some sections of the party.

But electing a deputy leader is not quite the same as electing a Prime Minister, and somehow, I think Labour MPs, union leaders and party members will be mindful of that fact.

There has been talk of Mr Brown seeking a truce with Mr Miliband by making him Chancellor in the autumn reshuffle and formally anointing him as his heir apparent, but Mr Miliband would be mad to accept this.
Firstly, to be Chancellor of the Exchequer in the midst of the current economic downturn is a poisoned chalice, as Alistair Darling has found. Secondly, it would tie him in too closely to Mr Brown’s own electoral fate.

Most of all, though, if Mr Miliband allows himself to be bought-off now, after having also backed away from the fight last year, he will forever go down as the Michael Portillo of the Labour Party.

Mr Portillo, it should be remembered, was the promising young Tory hopeful who backed off from challenging John Major in 1995 at a point where he could have won. His career never recovered.

Will Mr Miliband win? In my view, yes. There will be a huge desire on the part of party members to signal a fresh start for Labour by drawing a line under the now discredited Blair-Brown generation, and he will be the beneficiary of that.

That’s bad news for the likes of Jack Straw, but timing is all in politics, and the graveyards are full of politicians who might once have made good Prime Ministers but who missed their time.

Between the retirement of Seaham’s Ramsay Macdonald in 1935 and the election of Sedgefield’s Tony Blair in 1997, the North-East had to wait 62 years for a Prime Minister who represented a seat in the region.

Now, just 14 months from Mr Blair’s own departure, it seems odds-on that another one is about to come along.

Miliband move means Milburn is out of it

So where do the events of the last 24 hours leave us? David Miliband has set out his stall in what despite his protestations is a barely-concealed leadership bid. Sam Coates and Francis Elliott on The Times reckon it will boil down to a contest between him and Harriet Harperson, which, with due respect to Sam and Francis, is no contest.

Meanwhile Alan Johnson is being speculated about as a running mate for Miliband rather than as a candidate in his own right and James Purnell is also reportedly backing the 43-year-old Foreign Secretary. Jack Straw is currently looking a rather poor third and other potential contenders such as John Denham are nowhere, although one must assume that on the broad left of the party, John McDonnell, Jon Cruddas and possibly even Ed Balls are also quietly making plans

I made clear a couple of months ago my own preference for Alan Milburn as the next leader on the grounds that, having been out of the Cabinet for three years, he alone could combine relative freshness with top-level experience. Speculation about a potential Milburn challenge at the time was running high, but his subsequent near-invisibility coupled with Miliband's latest move must mean he is now out of the running.

There was, in my view, an opportunity there for Milburn after Crewe and Nantwich and Henley to steal a march on the Cabinet contenders by coming out publicly against Brown. It would have made the potential Cabinet contenders look lily-livered by comparison and put Milburn at the vanguard of the growing Dump Brown faction among the party's grassroots. Sadly, it didn't happen, and it's now clear from Miliband's intervention and also from recent comments by Straw and Harman that, far from allowing a leftfield stalking horse like Milburn or Clarke to do their dirty work, the Cabinet contenders are preparing to move against the PM themselves.

I will give my more considered views on the main contenders at a later date, but if the field remains as it is, Miliband must be the man.I don't think he has all the qualities needed, but he does at least negate some of Brown's perceived drawbacks - for instance he is young, English, reasonably charming on a human level, and most importantly, was not responsible for every mistake in economic and social policy that has been made by New Labour since 1997.

I don't think he is an ideal candidate by any means - I would still prefer someone with wider experience such as Denham or even Johnson - but he would certainly be preferable to either Straw or Harperson in terms of articulating a compelling vision for a fourth Labour term and taking the fight to David Cameron.

The line that stood out for me in his Guardian article was the one about Cameron's project being about decontaminating the Tory Party rather than changing the country. For me, this message rings so true that the public will eventually be forced to concede it, once they can get beyond their current inability to see anything good in what Labour is saying.

Will they stick their heads above the parapet this time?

Column published in today's Newcastle Journal looking at Gordon's staggeringly great result in Henley. Not.

One of the most enjoyable events in the party conference season is the quaintly-named Glee Club, a sort of semi-drunken community sing-song that occurs on the last night of the Liberal Democrats’ annual shindig.

There is a certain amount of black humour involved for the Lib Dems – the song lyrics mainly consist of self-mocking references to past political failures.

One of my favourites is the one which goes “Losing deposits, losing deposits, who’ll come-a-losing deposits with me?” to the tune of Waltzing Matilida.

They don’t sing that one at the Labour conference. But then again, the Labour Party doesn’t normally do lost deposits.

Well, the party didn’t just lose its deposit in Thursday’s Henley by-election, it contrived to finish fifth behind the British National Party and the Greens.

As an anniversary present to mark Gordon Brown’s first year in 10 Downing Street yesterday, it was probably about as welcome as a bucket of cold sick.

It was, by any objective criteria, the most embarrassing by-election result for a major party since David Owen’s “continuing SDP” finished seventh behind the Official Monster Raving Loony Party at Bootle in 1990.

The SDP was duly wound-up soon afterwards. The question is: will Gordon Brown’s premiership suffer the same fate?

To some extent, we’ve been here before. Five weeks ago, people were asking precisely the same question in the wake of the Crewe and Nantwich by election, which saw Labour defeated on a 17.6pc swing.

Many anticipated that over the course of the ensuing week, a senior party figure would break ranks and move against Mr Brown.

Some predicted that Charles Clarke or Alan Milburn would spearhead the revolt, others that Justice Secretary Jack Straw would hand Mr Brown the pearl-handed revolver.

In the event, none of it happened. But this time round, it could just be different.

I sensed then that the prevailing mood in the party in the immediate aftermath of Crewe and Nantwich was that they needed another leadership contest like a hole in the head.

Instead, they wanted to give Mr Brown the chance to turn things around, although there was acknowledgement that he would have to be able to point to some tangible improvements by the autumn at the latest.

A month or so on, though, the mood among Labour MPs appears to have hardened.

There now seems to be a much more widespread view in the PLP that Mr Brown is now so badly damaged that the party cannot win so long as he remains in charge.

For what it’s worth, I am one of a declining number of people who actually think the Prime Minister could yet pull it out of the bag – though I admit it would take an extraordinary set of circumstances.

It would probably require him to be dramatically vindicated on an issue of such importance that the public was forced to reassess its view of him.

One such instance could be the kind of improvement in the economy that would restore Mr Brown’s now badly-tarnished reputation as a brilliant economic manager.

Another might be a terrorist attack so serious that the other two main parties were made to look foolish in their opposition to Mr Brown’s plans to lock up terror suspects for 42 days.

But both of these are unlikely scenarios. A much more probable outcome is that the Brown administration will either limp on and on to inevitable defeat – or that the party will finally bite the bullet and replace him.

For that to happen, it will first require someone to do what Tom Watson, Kevan Jones et al did in the autumn of 2006, and place their heads above the parapet.

Durham North MP Mr Jones was one of the signatories of a round-robin letter calling on the then Prime Minister, Tony Blair, to set out a timetable for his departure.

Mr Watson aside, the so-called “coup” failed to spark the anticipated wave of ministerial resignations, but it did ultimately succeed in forcing Mr Blair to cut his premiership short.

Were a minister to resign now on the grounds that he or she could not support Mr Brown’s continued leadership, it would surely do for the Prime Minister.

By bringing the whole issue of the leadership to a head, it would almost certainly spark off a domino-effect which would reach all the way up to the senior levels if the Cabinet.

Increasingly, attention is being focused on Foreign Secretary and South Shields MP David Miliband as the man who, potentially, can save the party from a general election rout.

I personally remain to be convinced that he wants the job. But if he does want it, I think it’s probably now his to lose.

What is certainly the case is if there is to be a change of leadership, it would be better for Labour were that to happen sooner rather than later.

Some fatalists in the party advance the view that it would be better to let Mr Brown take the rap for the next election defeat so a new leader can start afresh with a clean slate.

But it’s bunkum. If there is the slightest chance that Labour can yet renew itself in office by turning to someone who can meet the electorate’s desire for change, they would be mad not to take it.

After all, they certainly don’t want to go a-losing deposits again if they can help it.

Haymaking while the tills ring

Hay-on-Wye is a gorgeously romantic little spot which can occasionally cause people to lose their heads somewhat...but even so, the behaviour of John Prescott and Michael Levy at the Hay Festival this weekend takes some beating when it comes to political mischief-making.

During a book-signing session for his autobiography, Prezza let it slip that he thought David Miliband would be a good leader of the Labour Party.

Although he made clear he was talking about the future rather than the present,his comments were predictably over-egged by the media into a story about possible alternatives to Gordon Brown.

Prescott has been in politics long enough to know that this was exactly what would happen, so just what exactly was he playing at here? Surely nothing as cheap and nasty as deliberately undermining the Prime Minister in order to garner a bit more publicity for his wretched book?

Meanwhile Lord Levy burnished his growing reputation for serial and gratuitous acts of disloyalty by opining that Gordon Brown "lacks Blair's way with people."

I have used this before, I know...but if ever there was anyone who needed to hear Clem Attlee's famous words of advice to Harold Laski, it is surely Levy. "I can assure you there is widespread resentment in the Party at your activities and a period of silence on your part would be welcome."

Has Milburn's time now come?

A couple of weeks ago I wrote the following sentences in my Saturday Column in the Newcastle Journal.

"Potentially the most promising “change candidate” is Darlington MP Alan Milburn, whose still-youthful appearance belies his five years’ Cabinet experience. More importantly, he alone among Labour’s big-hitters has demonstrated an appetite for thinking outside the box. Whether he actually wants the job is unclear, but in my view, this could be his time."

Today, as I noted earlier, Mike Smithson on PoliticalBetting.com has claimed that Milburn is preparing to challenge Brown for the leadership if Thursday's Crewe and Nantwich by-election turns out as disastrously for Labour as everyone is now predicting.

I have no idea if the story is true, although as Iain Dale has already noted, Mike is not the sort to take a punt on such a tale. But as I have previously made clear, in the event of a leadership vacancy, the former health secretary would in my view be an extremely strong candidate.

Like most on the centre-left who hoped that under Gordon the Labour Party would rediscover its lost moral compass, I have been extremely saddened by what has happened to his premiership over the past seven or eight months.

Granted, he has not played his cards well - although the critical strategic error was not cancelling the autumn election as most allege, but allowing the speculation about an autumn election to get out of control in the first place.

Much of what has happened since then, however, has either been down to the incompetence of minor officials and party functionaries (discgate, David Abrahams) or, in the case of Northern Rock and the whole gamut of issues stemming from the global credit cruch, down to economic circumstances way beyond his control.

If he cannot now recover - more specifically, if the voters of Crewe and Nantwich deliver him a knockout blow - then Milburn is in my view the next best choice to lead the party into the next General Election.

In historical terms, it would be a bold move. Milburn would be the first premier since Churchill to take over mid-term while not occupying a major office of state (Eden, Home, and Callaghan all went from the Foreign Office to No 10, Macmillan, Major and Brown from the Treasury) and Churchill had of course previously been both Home Secretary and Chancellor.

Of the three current holders of the major offices, David Miliband has been much touted but is still less than fully-formed as a politician in my view, much as William Hague was when it fell to him to lead the Tories. He is still in the next-leader-but-one category.

The younger contenders - the likes of Purnell, Balls, Burnham and Ed Miliband - are even more lacking in experience and gravitas, while the older hands - Straw, Johnson, Harriet Harman - have simply been around the block too many times now.

At 49, Milburn is the right age for No 10 and having served in Blair's Cabinet, but not in Brown's, can combine top-level experience with relative freshness, enabling him to more credibly claim to be the "change the country needs" than Brown has been able to do.

It is true that he lacks a power base in the party, but then so do most of the other names that have been mentioned. There has never been a "Straw-ite" faction or a "Johnsonite" faction for instance, and even Miliband has allegedly failed to cultivate much of a following in the PLP.

It is also true that there have been various unsubstantiated rumours about his private life prior to his present relationship which, in the context of a leadership election, could result in a certain amount of mud being flung, as indeed was flung at Gordon in 1994.

Milburn would also have to overcome the suggestion of dilettanteism arising from his two Cabinet resignations. Some claimed it was a case of "can't stand the heat," but I genuinely believe he made a long-range calculation about his chances of succeeding Blair, correctly realised that Brown had it in the bag, and resigned to spend more time with his young sons at what was a critical age for them (they are older now.)

One thing I always believed though was that Milburn would return to frontline politics. Could this now be a case of "cometh the hour, cometh the man?"

Four out of five readers back leadership change

For the past fortnight since the local election debacle I have been running a Poll on who should lead the Labour Party into the next general election. Gordon Brown was of course included in the shortlist, but the results show that, however much support he retains among Labour Party members, readers of this blog at any rate are less than enthused by his leadership.

Although Brown topped the poll with 20pc of the vote, four out of five of those who took part backed other candidates, with Jack Straw and Jon Cruddas the next most favoured. Furthermore there are strong suggestions that some of those who want to keep Brown in place were Tories - there was a surge of votes for the Prime Minister after my commentary piece last weekend was linked to by Guido Fawkes, sending traffic temporarily through the roof.

Since the poll began Gordon has obviously launched a fairly determined fightback with this week's emergency Budget and draft Queen's Speech, and I'll be saying a bit more about the potential impact of this in my weekly column which will be on here from tomorrow morning.

One name I didn't include in the list was James Purnell, mainly because I view him as an incurable lightweight. However Fraser Nelson of the Spectator, who knows more about these things than I do, has since penned this piece arguing that Purnell, not David Miliband, is now the great hope of the Blairite faction.

I was in London yesterday and read a scandalous piece in the Standard's Londoner's Diary suggesting the Speccie has turned against Miliband because its editor Matthew d'Ancona's wife Sarah, who is Miliband's special adviser, has left him. This is so outrageous that it either has to be (a) true or (b) a particularly unfortunate case of a journalist putting two and two together and making seventeen.

Sands of time running out for Gordon

How much longer has Gordon Brown got to turn things around for Labour? And if he fails, who might replace him? Here's my column from today's Newcastle Journal.

Last Saturday, I wrote in this column that despite Labour’s abysmal performance in the local election, I did not detect any appetite in the party for another change of leadership.

For now, I am sticking to that. In spite of Labour’s current dreadful plight, the party as a whole remains overwhelmingly loyal to Gordon Brown and desperately wants to see him succeed.

At the same time, however, there is a growing awareness that things cannot go on like this indefinitely, and that there may come a point where a change has, however reluctantly, to be made.

Mr Brown, in other words, is now on notice. Unless he can demonstrate that he is still the one to turn things around, the pressure on him to do the decent thing will become insurmountable.

The past week has brought no respite for the government. Last Thursday’s local election carnage was followed by Boris Johnson’s totemic victory over Ken Livingstone in London in the early hours of Saturday morning.

More damaging still was Scottish Labour leader Wendy Alexander’s decision to back a referendum on Scottish independence, almost certainly without Mr Brown’s approval.

The potential longer-term consequences of that announcement are worthy of a column in itself, but the short-term impact was to make it look like the Prime Minister had lost control of his own party.

Yesterday, the polling organisation You Gov piled yet deeper humiliation on Mr Brown as its latest survey showed the Tories 26 points in front, with Labour on its lowest rating ever at 23pc.

Estimates vary as to how much time Mr Brown has left in which to turn the situation around. Some say a year, some say as little as three or four months.

My own take on the matter is that there will need to be evidence that the crisis has bottomed out and the situation begun to move back in Labour’s favour by the time of the autumn conferences.

Furthermore, by next May’s local elections, there will need to be proof that Labour is at least on the road to recovery, back within touching distance of the Tories in terms of overall share of the vote.

If neither of those things happen, I think it entirely plausible that Mr Brown will fall on his own sword. The one thing he has always been is a party man.
So who might take over? Well, the one consolation for Gordon in yesterday’s You Gov poll is that it showed that any other leader – including South Shields MP David Miliband – would do even worse.

This bears out my own view that this crisis is not primarily about personalities, but about Labour’s collective failure to articulate a new vision capable of re-enthusing the electorate.

It follows from what I have said thus far that in my view, replacing Mr Brown with another old-stager from the Cabinet would be a completely pointless exercise.

The name most mentioned in this regard is Jack Straw, but he would carry all of the baggage of having served in the Blair-Brown Cabinet since the start, as well having been Foreign Secretary at the time of the Iraq invasion.

Skipping a generation has a far greater potential appeal, and overwhelmingly the name on people’s lips in this context is Mr Miliband.

The other young hopefuls, James Purnell, Andy Burnham and Ed Miliband, fall into the next-leaders-but-one category, while Ed Balls would simply be Mr Brown without the gravitas.

The main advantage of having a leader from the thirty- and forty-something age-band is that it would indicate that the party was looking ahead and moving on from the now seemingly discredited Blair-Brown era.

That said, none of the “next generation” candidates are exactly over-endowed with charisma, and if they do have any fresh ideas, they have not exactly been much in evidence thus far.

What, then, about a backbench heavyweight - someone who could combine experience with the appearance of change, by virtue of not having been party to the debacle of the Brown premiership.

Of the obvious contenders, Charles Clarke has made too many foolish outbursts and hence too many enemies, while David Blunkett has made too many personal errors of judgement.

Potentially the most promising “change candidate” is Darlington MP Alan Milburn, whose still-youthful appearance belies his five years’ Cabinet experience.

More importantly, he alone among Labour’s big-hitters has demonstrated an appetite for thinking outside the box. Whether he actually wants the job is unclear, but in my view, this could be his time.

But while the election of Mr Milburn would represent a shift back towards a more “Blairite” agenda, another, riskier option would be to make a conscious shift to the left.

The man for that task would be Jon Cruddas, whose thoughtful campaign for the deputy leadership last year now appears prophetic in its attacks on the intellectual emptiness of New Labour.

There is also a case to be made for a woman, given that Mr Brown has been criticised for his inability to “empathise” with voters in the way that David Cameron appears to be able to do.

The difficulty is that none of the available women seem particularly empathetic. Indeed the likes of Harriet Harman and Yvette Cooper are even more prone to New Labour-style hectoring than their male counterparts.

After reading this far, you might think that, with no single candidate entirely free from drawbacks, the party would be better off sticking with the devil they know.

But politics doesn’t really work like that. Unless Mr Brown can recover, there will come a point when Labour MPs start to take the view that it’s his neck on the line or theirs.

Some argue that no-one really wants the job any more, that it is too much of a poisoned chalice – but politics doesn’t work like that either, and there will be someone, somewhere prepared to grasp the opportunity.

All is not quite lost for Mr Brown. But he knows that the sands of time are now fast running out on him.

What now for Brown?

Martin Kettle thinks Labour MPs should tell him: "In the name of God, go." The Observer, slightly more charitably, thinks he should now focus on trying to devote himself to one or two core policy areas, in the hope that, should he lose in 2010, he will still be remembered for something other than being one of the shortest serving Prime Ministers in modern history.

So what's my take on it? Here's what I wrote in my weekly column in yesterday's Newcastle Journal.

Amidst the long list of disasters to hit Gordon Brown and New Labour during the course of local election night and after, it is hard to say which will have hurt the party the most.

Was it, perhaps, the loss of more than 300 councillors, or the Labour national share of the vote plunging to its lowest level since the days of Harold Wilson’s premiership?

Was it the party’s dismal performance in its so-called Northern “heartlands,” including the loss of Hartlepool, the continuing erosion of its position in Newcastle, and the Tory victory in North Tyneside?

Or was it possibly the humiliation of having your newly-appointed General Secretary resign before he has even taken up his post?

To my mind, it will have been none of those things, so much as the realisation that all the hopes of revival under a new leader that the sustained the party faithful during the latter years of Tony Blair have now been blown out of the water.

Make no mistake, this is as bad as it gets for Mr Brown, short of being dragged out of Downing Street feet first by David Cameron in May 2010.

As the pundits have not been slow to remind us, the last time Labour did this badly in a set of local elections was in 1968 when The Beatles were at No 1 and Flower Power was all the rage.

A more recent and more ominous historical parallel for Mr Brown is the 24pc share of the vote secured by John Major in 1995, two years before Mr Blair turfed him out of Number 10.

Is it bad enough for the Prime Minister to lose his job over? Well, it would be very easy for me to sit here and churn out a speculative piece about the potential runners and riders in a Labour leadership contest.

But in truth, it would be somewhat disingenuous. The fact is, I don’t detect any appetite in the party for another leadership change, and I don’t as yet detect any such stirrings in the political undergrowth.

Sure, some people are once again attempting to talk up the leadership chances of South Shields MP and Foreign Secretary David Miliband - just as they were doing this time last year.

But he will have none of it, and neither will leading backbench Blairites such as Darlington MP Alan Milburn, although it has to be said he would have little to lose by trying.

As an aside, it is now clear that the Brownites made a serious strategic error in “hoovering-up” the votes of so many MPs last June that the left-winger John McDonnell was unable to get his name on the ballot paper.

Had Mr McDonnell been allowed to stand, Mr Brown would have won an easy victory and been able to swot away all those jibes about being an “unelected” Prime Minister.

Even better would have been a serious challenge, from the likes of John Reid or Charles Clarke, if only for the fact that it would have forced Mr Brown to set out his confounded “vision.”

I can only imagine they concluded it would have been a waste of their energies to take part in a contest that ultimately would only have strengthened the hated Gordon.

So there is, at least, the consolation for Mr Brown this weekend that, for good or ill, the party remains committed to going into the next election under his leadership.

But the continuing support of his party will be of little use to the Prime Minister in the longer term if the country has already decided that he is a liability.

In the wake of the credit crunch, there has been much talk of the need for an experienced economic helmsman to steer us through the choppy waters, but on Thursday night’s evidence, that argument is wearing thin.

It seems to me there are now just as many people who blame Mr Brown for the economic mess than there are people who think he is the best person to get us out of it.

And it’s not all about rising fuel bills and collapsing house prices. What is really harming Labour, in my view, is the feeling that they have run out of steam, that there is no longer any good reason to vote for them.

Less than a year ago, Mr Brown stood on the steps of Downing Street and used the word “change” 27 times as he set out his personal manifesto for power – but what has it actually amounted to?

Essentially, it has meant a greater emphasis on constitutional reform, the scrapping of the Manchester supercasino plan, tougher talk on cannabis, and a hospital deep clean.

They are all good things in themselves, in my view. But a programmme for government they do not make.

It is this paucity of vision, above all, that Mr Brown needs to address in the “relaunch” that he is now apparently preparing in the wake of Thursday’s election carnage.

Key to it will be the draft Queen’s Speech, which is set to be unveiled at the end of the month and which is expected to include measures on welfare, education reforms and involving the community in tackling crime.

But whatever its contents, it must demonstrate some innovative fresh thinking which captures the public’s imagination and which gives the government a new raison d’etre.

Above all, it must be authentically Labour, something which the public will see as fair and just and not simply as another piece of political posturing designed to out-tough the Tories.

This week, Lib Dem leader Nick Clegg taunted Mr Brown by quoting Neil Kinnock’s “grotesque chaos” speech at him, in relation to the closure of thousands of post offices up and down the land.

Mr Clegg is right. Real Labour governments do not close the post offices on which deprived and isolated communities depend, any more than real Labour governments put up taxes on the poor.

That New Labour has tried to do both these things is symptomatic of a government which lost its moral compass a long time ago and, despite Mr Brown’s pretensions to the contrary, has failed to recover it.

Unless it can do so, and fast, then Thursday 1 May 2008 will come to be seen as the beginning of the end of the long Labour hegemony.

My preview of 2008

Following on from my annual Review of the political year, here's my political Preview of 2008, first published in yesterday's Newcastle Journal.

Twelve months ago, the central question which was dominating British politics as Tony Blair prepared to bow out as Labour leader and Prime Minister was “Can Gordon lose?”

One year on, with Mr Brown having succeeded to the top job unchallenged, the question is: “Can Gordon ever win again?”

The Prime Minister’s decision to funk an autumn election after appearing to prepare and plan for one created a new political narrative in which his administration seemed doomed to failure.

Whether he can recover will not only be the key talking-point of the new political year, but will also go a long way to determining the outcome of the next election whenever it is held.

Before going on to look in detail at Mr Brown’s prospects, here’s three things that, I confidently predict, won’t happen in 2008.

First, there won’t be a general election. Having ruled it out in October, Mr Brown can scarcely change his mind again, and with the economy set to take a turn for the worse, he can only now win by “playing it long.”

Second, there won’t be a referendum on the EU Treaty. It is nothing short of a national disgrace that Labour has broken its promise on this, but the point of maximum danger for the government has now passed, perhaps overshadowed by other events.

Third, the Liberal Democrats won’t change their leader again. They are stuck with Nick Clegg now until the election, though if that turns out as badly for them as the opinion polls are suggesting, the poor chap’s political career could be over at 42.

Away from these shores, the assassination of Benazir Bhutto looks certain to trigger a new wave of instability in the Islamic world, with the position of Pakistani leader and US ally General Pervez Musharraf looking increasingly unsustainable

It is also, of course, election year in the US itself, with the succession to George W. Bush currently looking wide open.

If Hillary Clinton runs away with the Democratic nomination, the Republicans will surely want to counter her with someone of similar weight and experience – and that means either Senator John McCain or former governor Rudy Guiliani.

Much more will become clear after Thursday’s Iowa caucuses which are expected to show which of the numerous candidates currently has what Americans call “the Big Mo.”

But what of Mr Brown and Labour? Well, the short answer to the big question is that, yes, he can recover, but the longer answer is that it depends on the confluence of a number of factors, not all of them within his control.

The first prerequisite of any recovery, besides demonstrating some basic competence, is for the Prime Minister to set out, if not a “vision,” then certainly a “big idea” that provides some connective thread to his government’s actions.

A number of possible options have been suggested, ranging from a new drive for social mobility under the banner of “opportunity for all,” to a generalised commitment towards “building the future,” starting with housing.

Either way, Mr Brown has to come up with something that gives people more of a sense of what his government is about, other than remaining in power for as long as possible.

Secondly, Labour needs to try to switch the focus of attention onto what alternative remedies the Tories are proposing for the nation’s current ills.

The one huge silver lining for Mr Brown in all his travails is that the public’s disappointment with him has not thus far been matched by an outpouring of enthusiasm for David Cameron.

If people don’t currently know what the central purpose of the Brown government is, neither do they know what would be the point of a Cameron one

For sure, the Tory leader is getting the mood music right, but with the sole exception of the proposed cut in inheritance tax, there remains a marked absence of specific, thought-through policies.

But the biggest determining factor in whether Mr Brown can mount a sustained recovery will, as always, be events.

The likelihood of an economic downturn will carry a particular danger for Mr Brown in that he was Chancellor of the Exchequer for ten years. If it does all go wrong, there will be no one else to blame.

Some Tories believe the potential nationalisation of Northern Rock could yet provide a “Black Wednesday” type moment for New Labour.

Their thinking goes that if, in 2008, the government were forced to take a major bank into public ownership, it would symbolise the defeat of everything New Labour was supposed to stand for.

Could it get so bad for Mr Brown that he is forced to consider his position? I don’t consider it particularly likely, but it cannot be entirely ruled out.

Tony Blair’s biographer John Rentoul wrote this week: “The latest idea doing the rounds among serious Labour people is that of a David Miliband-Ed Balls dream ticket, with Miliband as prime minister and Balls as chancellor.”

My only comment on this is that if anyone thinks Miliband-Balls is a “dream ticket,” it is a measure of how bad things have got for Labour.

If there is to be another change of leadership, a more likely option is either Jack Straw as a safe pair of hands, or the return of one of the leading Blairites such as David Blunkett or even Alan Milburn.

So, cards on the table time - what do I think? Well, mainly because I do not think the public are yet convinced by Mr Cameron, I think there probably will be a Labour recovery of sorts.

It will not put Labour back into the lead, but it will leave sufficient room for doubt about the outcome of the next election to intensify the speculation about what Mr Clegg will do in the event of a hung Parliament.

The fact remains, though, that Labour’s best opportunity to renew itself in office came with the departure of Mr Blair, and they bungled it.

Whether another such opportunity will come along - and whether Mr Brown will be able to take it this time – is the question to which no political pundit really knows the answer.

My review of 2007

For the past 10 years, I have written a review of the political year for the Newcastle Journal. This year's was published yesterday, and here it is in full.

Eventful? The political year 2007 was certainly that. Entertaining? Well, that too – if you are the kind of person who enjoyed seeing Gordon Brown fall flat on his face, that is.

But as for epoch-making – only time will tell if 2007, or 6 October, 2007 to be precise, will go down as one of the great turning points of modern political history.

That was the day that Mr Brown finally resolved the question that had dominated the agenda ever since he had taken over as Prime Minister in June - whether or not he would hold a general election.

His decision not to go to the country changed the political weather at a stroke and left Labour on the defensive for the first time in 15 years.

The widespread public reaction to the decision was that a government that appeared to have so little confidence in itself certainly did not deserve the confidence of the voters.

Suddenly, a Labour Party which had carried all before it for a decade and a half began to look like losers.

The mistake, though, did not lie in the decision itself. Despite his earlier surge in popularity, by October the polls clearly showed the best Mr Brown could have hoped for was a hung Parliament.

No, it was in having allowed the speculation and planning to get so wildly out of control beforehand that the eventual cancellation could only be seen as a humiliating retreat.

The first few months of the year had been dominated by the endgame of the long Tony Blair premiership, played out against the grisly backdrop of the “cash for honours” inquiry.

In the event, no charges were brought, but the stench of sleaze would hang over the Labour Party long after the men from Scotland Yard had departed.

But the background story of the spring was not so much whether there would be charges, as whether there would be a challenge – namely to Mr Brown for the Labour leadership.

For a time, it seemed that South Shields MP David Miliband was the chosen one - not least in Mr Blair’s eyes – but he wisely decided that discretion was the better part of valour.

Mr Blair had stayed on, apparently with Mr Brown’s acquiescence, in order to “take the hit” for what were expected to be disastrous local and Scottish election results in May.

In the event these were every bit as bad as anticipated, with Alex Salmond’s SNP overtaking Labour to become the dominant force in the Scottish Parliament.

After what had seemed like the longest farewell tour since Frank Sinatra, the outgoing Prime Minister finally said his goodbyes with a bravura performance at his last Commons Question Time.

It was followed swiftly by his resignation as MP for Sedgefield to take up a new role as a Middle East peace envoy, though the irony of this seemed lost on most observers.

After such a long spell at 10 Downing Street, it was remarkable how little Mr Blair was initially missed.

An attempted terrorist attack, a spate of summer floods, and even a foot and mouth outbreak were all calmly and competently dealt with by Mr Brown and his new-look Cabinet team.

Even when the global “credit crunch” led to the first run on British bank in 150 years – Newcastle’s very own Northern Rock – the Government acted swiftly to cool the situation by agreeing to guarantee investors’ savings.

Consequently Labour went into the autumn conference season on a big high, with one poll showing a snap election would give them a majority of 134.

But the mood began to change after Mr Brown’s closest aide, Ed Balls, speculated openly on whether “the gamble” lay in going now, or delaying – with the clear implication that the bigger risk lay in delay.

From this, it became clear that uppermost in Mr Brown’s election calculations was not the long-term good of the country, but short-term party advantage.

His subsequent non-announcement created a new political narrative in which a government that had seemed destined to succeed appeared instead to be doomed to failure.

And as if to confirm that view, the government then found itself buffeted by a whole series of mishaps – all of them made and manufactured in the North-East.

First, the Northern Rock crisis blew up again, with questions over whether the £25bn of taxpayers’ money spent propping up the bank would be repaid. The outcome may yet be nationalisation.

Then it emerged that a computer disc had gone missing from the Revenue and Customs office in Washington containing the personal details of 25m child benefit claimants.

Finally, Labour sleaze reared its head again after it emerged that a Newcastle businessmen, David Abrahams, had used intermediaries to give money to the party in breach of the rules on donations.

Within a few short weeks, Mr Brown’s long-awaited inheritance had turned to dust and ashes in his hands.

The turnaround in Tory leader David Cameron’s fortunes was no less dramatic. Earlier in the year he had been vilified for going to Rwanda while floods devastated his constituency and for bungling a policy shift on grammar schools.

But he was rescued by Mr Brown’s dithering and an ace-in-the-hole from his Shadow Chancellor, George Osborne, who pledged to scrap inheritance tax for all estates under £1m.

Ironically, Lib Dem leader Sir Menzies Campbell had made probably the best speech of the conference season - but much good did it do him.

Within a month he was gone, citing the media “obsession” with his age, to be replaced after the closest-fought leadership contest of modern times by the 40-year-old Nick Clegg.

Mr Brown ends the year in a deep, deep hole, with opinion polls now consistently showing a Tory lead of 10-15pc.

The Prime Minister is nothing if not resilient, but his government, of which Labour supporters had such high hopes, has thus far been a huge disappointment.

Where he promised quiet competence, there has been only ineptitude. Where he promised “vision” there has been only drift. Above all where he promised to restore trust in politics it has been dragged only further into the mire.

Can he turn it around? That’s the question for next week’s column, when I’ll be looking ahead to what we can expect the political year 2008 to bring.

Tunisia to join the EU?

Foreign Secetary David Miliband is renowned for his original thinking, but his latest wheeze to expand the European Union to take in not only the rest of the old Soviet bloc but also parts of North Africa and the Middle East is surely a piece of blue-sky thinking too far.

The argument over whether Turkey should be part of the EU has been hotly contested but there is at least some historical basis for regarding that country as part of Europe.

But while there is always a good case for closer international co-operation, there surely comes a point beyond which the concept of Europeanism becomes meaningless. Kirghiztan, Uzbekistan, Morocco, Algeria and Tunisia are not part of Europe and never will be.

To quote Margaret Thatcher in a not-altogether-different context: "No. No. No."

Blair's last reshuffle

More fascinating stuff today from Anthony Seldon's new "Blair Unbound" biography currently being serialised in The Times. Today's excerpt reveals he planned to make Charles Clarke Foreign Secretary in his last big reshuffle in May 2006, but was persuaded against it following Clarke's mishandling of the row over the deportation of foreign prisoners.

Seldon goes on to claim that Blair then formulated a plan to give the job to David Miliband, but got cold feet at the last minute before settling on the third choice, Margaret Beckett.

The fascinating question here is why he decided not to promote Miliband, a move which, according to Seldon, Blair himself believed would have "renewed" the government.

Perhaps it would. But what it would also have done, of course, was hugely destabilised the government, in that the appointment to a major office of state of such an obvious potential rival to Gordon Brown for the succession would have been viewed as a declaration of war by the Brownites.

The Brownites would then have pushed harder to get the Prime Minister out, and would quite possibly have succeeded in removing him earlier than June 2007.

Seldon says that Blair decided against Miliband in the end because he had only been in the Cabinet a year, but this doesn't really ring true. I think he decided that the appointment would simply be too divisive, and opted for Beckett as the safe option.

The other interesting counterfactual question is whether, had the debacle over the deportation of foreign prisoners not happened and Clarke gone to the Foreign Office as originally planned, would he have been able to mount a successful challenge for the top job?

What it all goes to show is that, even though the Brown coronation ultimately assumed an air of historical inevitability, it never really was. Any number of circumstances could have led to a different outcome - these are just two of them.

So was there a deal?

The first thing to say about Gordon Brown's Cabinet Reshuffle is that at least it went smoothly. If this were a Tony Blair production, he would by now have either accidentally abolished the Scottish Office or allowed some middle-ranking Cabinet member to throw a strop that threatened to derail every other appointment.

It also, by and large, has the merit of placing round pegs in round holes. Some of Mr Blair's appointments - Margaret Beckett to the Foreign Office, John Reid to health - often seemed more counter-intuitive than logical.

On the plus side, it is good to see John Denham at the top table, and I am personally pleased that both Ruth Kelly and Peter Hain have survived. A lot of the opposition to Ruth seems based around the fact that she is a Christian, while a lot of the animus against Peter seems to be about the fact that he has a suntan. They are both good people.

Against that, I am disappointed and somewhat baffled to see Stephen Timms go - only a few months after he was talked about as a possible Chancellor - while it beggars belief that the bright, articulate and photogenic Yvette Cooper has missed out yet again on full Cabinet promotion.

But if I had to give an overall impression, it would be that while this is potentially a very strong team, I think Brown may have sacrificed slightly too much experience in his determination to present this as a "new government."

The key word there is "potentially." There are some newly-promoted men and women here who could turn out to be significant political figures, but it has to be said that some of them are currently only household names in their own households.

For starters, I am not at all convinced by Alistair Darling as Chancellor. For me, the best Chancellors were the ones who were strong political personalities in their own right - Roy Jenkins, Nigel Lawson, Ken Clarke, Brown himself.

By contrast the weakest Chancellors have historically been those who, like Darling, lacked an independent power base from that of the Prime Minister - Anthony Barber and Norman Lamont spring to mind.

Likewise, I am not convinced by Jacqui Smith as Home Secretary. She appears to owe her promotion partly to the fact that she is a woman and partly to having successfully poured oil on Labour's troubled waters at the height of last September's "coup."

But she has no experience either of the Home Office or of running a department and with Denham, Hazel Blears and Hilary Benn all having previously served as Ministers of State in the Home Office, she scarcely seemed the most logical choice for that demanding role.

The senior appointment that makes the most sense to me is that of David Miliband as Foreign Secretary. For all his supposed nerdiness, the South Shields MP is a very charming man and has exactly the sort of personal skills that will serve him well at the FCO.

Much is being made of the fact that he is the youngest Foreign Secretary since David Owen but that comparison ends there. Miliband will be nothing like the abrasive young doctor who, in the words of Denis Healey, poisoned everything around him.

Miliband's appointment is also the most fascinating in terms of Labour's internal politics, and will inevitably give rise to speculation of a "deal" under which he agreed to allow Brown a free run at the leadership in return for a major office of state.

Well, if there was such a deal, I think it was probably between Brown and Tony Blair, that Brown received the outgoing leader's endorsement in return for a pledge not to cull his supporters.

The collateral damage in all this was Margaret Beckett, who never really got on with Blair and was always very close to Brown. Yet in the end it was Blair who made her Foreign Secretary, and Brown who sacked her.

Politics? It's a funny old game.
